At a press conference convened by the Ministry of Finance, the Israel Land Authority, and the Ministry of Construction and Housing, the Minister of Finance presented a summary of 2015 in the Israeli real estate market. The "Price to Occupier" system guarantees discounts to apartment buyers - young homeless couples and 35-year-old singles - totaling hundreds of thousands of shekels below the market price, while the state waives land revenue. ""Anyone who does not have an apartment in the State of Israel will be able to participate in the lottery and also win. I have no doubt that all of our actions will affect the entire housing market, and already today we are witnessing a change in the discourse," added Kahlon. It should be noted that in order to meet the government's goal of marketing apartments, the state issued price tenders for 13,083 housing units in the last days of the year, within two days. The Director General of the Ministry of Construction and Housing, Eshel Armoni, said: "I am proud of the people of the Ministry of Construction and Housing who in recent months have worked day and night to realize the challenging goal set before us and market apartments within the framework of the 'Price for the Tenant' program throughout the country. ""Hundreds of meetings with mayors and feverish discussions at the housing headquarters and the finance headquarters have paved the way for thousands of successful marketing campaigns, which in the future will also become homes for young and homeless couples.".
