Following the Home Front Command's decision on Friday to significantly tighten restrictions, and the police's announcement to cancel the celebration events, an outline has been formulated that is intended to maintain, as much as possible, the tradition of the Rashbi celebration in Meron.

Main points of the draft outline that was formulated in the last few hours and submitted for approval to the relevant authorities:
- Three lightings will be organized to preserve the tradition - the central lighting by the Rebbe of Bayan (Chassidim), the traditional lighting of the Eastern Orthodox community by Gersham Amar, and the traditional lighting by the rabbis of Religious Zionism.
- Up to 200 people will participate in each lighting ceremony. Arrival at the venue will be organized by the lighting community, which will be asked to represent all rabbis of Jewish communities that have a tradition of lighting ceremonies in Meron.
- The lightings will take place on Monday evening, the night of the celebration.
- A live broadcast will be broadcast from the lightings and the Zion Courtyard.
- The outline was formulated from the factual assumption that several thousand people are present in the Meron complex with permits, and that every effort must be made to manage the crowd in the area safely.
- Ushers will operate in Zion, similar to previous years, to allow participants in the celebration to pray safely at the venue.
- In order to safely manage the crowd that is already in Meron with a permit, the following complexes will operate:
- Zion area
- Bnei Akiva Complex
- Rabbi Benyahu Shmueli Complex
- Rabbi Abuhatzeira Complex
- Shazipron Comfort Complex
- Or Rashbi Complex
- Meron Entrance Convenience Complex
- The traditional Lag BaOmer orchestra will perform in the courtyard of Me'erat HaZion in Meron.
- Unfortunately, it will not be possible to reach Meron at all, neither by private vehicles nor by buses (including rabbis/public figures).
- The outline will operate subject to public order being maintained in the Meron complex and as long as it is possible to manage it in a civil manner.
