
The Givat Ze'ev Council summarizes the period of fighting as part of Operation 'Am Kalavi', during which all emergency systems were activated to maintain the safety of residents and ensure the continuity of services.
Preparations began about two weeks before the outbreak of the operation, with a large-scale emergency exercise by all bodies in the council in cooperation with the Home Front Command.
The preparations became an implementation on the ground when the first alarm was sounded and the PA's operations center was opened, in which an orderly management system was activated, headed by the head of the council, Yosef Asraf, his deputy, Amir Rahmani, the council's director general, Shira Libman, and the commander of the IDF, Major Pini Hever Azoulay.
During the fighting, sheltered reception centers were set up for residents without a military base, providing accommodation and hot meals. The siren system was expanded in the neighborhoods, the shelters were settled, equipped with lighting and essential supplies, and the schools were equipped with emergency water tanks.
Alongside this, special frameworks were opened for children of conscript families, a dedicated system was deployed for sensitive populations, within which generators were distributed to families with family members with medical disabilities, including oxygen users, ventilators, motorized wheelchairs and lifts, and at the same time a volunteer hotline was activated for ongoing assistance.
Led by the head of the council, Yosef Asraf, extensive informational activity took place, in cooperation with rabbis and community leaders, who were invited to the military base to receive a professional briefing with the aim of strengthening the information system within the communities.
In real time, a professional visit was conducted by the commander of the Moria District in the Jerusalem and Central District of the Home Front Command, Col. (Res.) Harel Namir, to the Council's headquarters. During his visit, the lieutenant colonel expressed his appreciation for the professional performance and exceptional preparedness presented by the Council.


Council Chairman, Yosef Asraf: "We prepared and implemented a systematic plan out of full readiness, which, God willing, has proven itself. We will continue to strengthen and practice all emergency preparedness and act with responsibility for the safety of the residents.".
Deputy Head of the Council, Amir Rahmani, added: "This is the result of prolonged staff work, professional teams, and close cooperation with all parties, which has proven that Givat Ze'ev is well prepared in an emergency as well as in routine.".
