A few days after the bill was introduced by New York State Assemblyman Simcha Felder, a large amount of Geniza was discovered in the north of the state, contemptuously dumped on the side of the road.

The police are currently investigating the case, and I recommend that you do not throw away the Genizah now, but wait until the investigation is complete so that you do not discover that you gave your Genizah to a swindler who is just looking to make an easy money.".
Representative Simcha Felder will introduce legislation in the New York State Senate, immediately after the holiday, to increase penalties for pirate Genizahs operating in New York's Jewish neighborhoods. According to the proposal, the license applicant would be required to prove that he can bring the Genizah to a proper burial and would be obligated to prominently display his license number on the truck.
The proposer seeks to impose fines ranging from one thousand to five thousand dollars on those who violate the law.
Permit applicants will be required to provide full identification documents including a photo, and will be required to provide customers with receipts with their permit number and the amount paid. The law will only apply to cities with more than one million residents.
