
Data from a joint study conducted by the Lavi organization and the Im Tirtzu movement, which examined thousands of cases of violence against Jews in 2019-2020, shows that 99 percent of the indictments against terrorists in cases of stone-throwing and Molotov cocktails in Judea and Samaria ended in plea agreements and lenient sentences.

The study also shows that less than a third of the cases - 408 out of 1,283 - of stone-throwing in Judea and Samaria in 2019 and 2020 ended in prison sentences.
The remaining cases ended in suspended prison sentences or fines - without actual prison sentences.

According to the law, up to 20 years in prison can be imposed for this type of offense.
According to the study, for comparison, the Jerusalem District Attorney's Office filed 15 indictments against Arabs from the east of the city for throwing ketabis with the city's Magistrate, District, and Juvenile Courts. Only five of them were closed with a plea agreement, and the rest – with conviction and punishment.

Chairman of the Lavi Organization, Attorney Avichai Boaron: "The terror of Molotov cocktails and stone throwing must and can be cut off. The findings should keep us awake at night. Now it turns out that this is a method and the Military Prosecutor's Office is not striving to carry out justice and make a decision in its areas of responsibility, and thus many efforts invested in capturing and bringing the terrorists to justice are going down the drain.".

Head of the Policy and Research Department at the Im Tirtzu movement, Alon Schwarzer, said in response to the study: "The Military Attorney's Office is at the forefront of the legal fight against terrorism, and as such must lead an uncompromising fight against those who initiate and carry out terrorist activities. The picture that emerges from the analysis of the data is extremely bleak. Instead of being at the forefront of the fight against terrorism and striving for contact and victory, the Military Attorney's Office prefers to reach plea agreements with the terrorists. It is time for a change of direction in the Military Attorney's Office. It needs to adopt a firm and militant line in order to increase deterrence against terrorism.".
