The policeman was recorded on cameras as he ran and deliberately bumped into an ultra-Orthodox photographer who was filming the demonstration. The filmed materials were transferred to the Border Police Headquarters that night. The decision to open the investigation was made jointly by Border Police Commander Yaakov Shabtai and Jerusalem Border Police Commander Imad Hassan after a consultation between the two.
