National Security Minister Itamar Ben-Gvir presented today (Monday) what he calls "huge news for business owners in Israel, and difficult news for criminal organizations.".
After three years of cross-ministerial government work, a ministerial committee approved the Minister of National Security's Security Services Law memorandum this morning (Monday).
According to the proposal:
Minister Ben Gvir says that "these tools will represent a significant change in the fight against economic crime.".
The proposal joins the overall policy led by the Minister of National Security for an uncompromising fight against the phenomenon of protectionism.
For example, two dedicated protection departments were established in the north and south to combat the phenomenon. In addition, in July 2023, the Protection Law was enacted, which for the first time included reference to the issue of collecting protection fees, not just extorting protection fees.
As a result, the data indicates a clear trend change in the fight against the phenomenon of protectionism: in 2024, 309 indictments were filed for offenses of collecting protection fees and extorting protection fees, compared to 573 indictments in 2025 and 253 indictments as of April 2026.
This is in addition to thousands of other investigation files in the field.
Minister Ben Gvir: "We are putting an end to the fictitious security companies that extort wonderful patriotic business owners, under legitimate cover and without any regulation. This is huge news for the people of Israel and worrying news for criminal organizations.".
""I call on the Israeli Knesset to approve the legal memorandum as soon as possible in three readings, for the benefit of all the people of Israel. The Israel Police and the Ministry of National Security will continue to act systematically to undermine the mechanisms of extortion, to break the culture of fear, and to restore the sense of security to business owners and law-abiding citizens.".
