In a statement, Rabbi Meara announced that the appointment should be canceled also in light of the incident involving the use of Uri Al-Makis by the division that Goffman commanded. "The incident involving the use of Al-Makis casts a heavy shadow on Goffman's integrity, and there is no escape from the court's intervention in the Prime Minister's decision and the acceptance of the petitions (against the appointment)," she wrote.
Bahar-Miara clarified: "The meaning of these words is that the Prime Minister's decision to appoint Goffman to the position of head of the Mossad is tainted with extreme and glaring improbability, it cannot stand up from a legal perspective and is subject to annulment.".
She also proposed submitting to the High Court a confidential letter, signed by Mossad head Dedi Barnea, which would be submitted to the court unilaterally and behind closed doors. "This is a substantial document that presents the uniqueness of the organization, which is relevant to the manner in which the committee examines the integrity of the organization," she wrote.

On Friday, Prime Minister Netanyahu submitted his response to petitions to the High Court of Justice seeking to invalidate Goffman's appointment and chose to use sharp and aggressive language, placing his operational authority and security assessment above the High Court's judicial review, and claiming that this is a fateful decision that the court does not have the tools to evaluate.
In his response, Netanyahu claimed that the reasonableness of his decision as prime minister is "tens of times" superior to that of the court or any other entity.
He said he knows Goffman firsthand and is convinced that he is the most talented candidate for the mission in time of war. Netanyahu emphasized that Goffman's qualifications were not flawed, noting that "his qualifications were combed with iron combs and found to be pure.".
The Prime Minister added and harshly criticized the petitioners, attributing to them a "lack of self-awareness and lack of security responsibility.".
Netanyahu claimed that some of the motives behind the petitions are political and foreign, and that the petitioners are in effect seeking to deprive the people of the democratic authority that the government has entrusted to determine the identity of the people who will implement security policy.
