In 2025: 3.9% decrease in the number of divorcees, 30% decrease in the number of refusers

The Rabbinical Courts Administration published the activity summary report for 2025: According to the data, there was a 3.91% decrease in the number of divorces in Israel.

• In 2025, 11,093 couples divorced, compared to 11,542 couples in 2024.

• Jerusalem had the most couples divorced in 2025, 691 couples from the city divorced in the past year - one couple less than the previous year.

Tel Aviv-Yafo came in second place, where 593 couples divorced in the past year, 58 fewer couples than the previous year - meaning a decrease of 101%.

Third place went to Rishon LeZion with 377 couples who divorced in the past year, 19 fewer couples than the previous year - a decrease of 51%. Netanya came in fourth place, with 372 couples from the city who passed through the rabbinate this year - a decrease of one percent. Fifth place went to Ashdod with 366 couples from the city who divorced in the past year - one more couple than the previous year.

• Along with the divorce data, the report also notes the successes of the special unit of the court administration for resolving agunot, which managed to obtain a get for 198 women whose husbands had disappeared, compared to 221 the previous year.

• Divorce refusals: In the past year, severe sanctions were imposed on divorce refusers, including 156 sanction decisions against 36 divorce refusers and 41 sanction decisions against 12 divorce refusers.

The sanctions included, among other things, an order to delay leaving the country, closing bank accounts, blocking the use of credit cards, restricting the use of checks, revocation of a driver's license, and more. Following the changes made to the law, the new sanctions proved effective in combating divorce refusal.

• Petitions: This year, the High Court of Justice ruled on 69 petitions filed against the rabbinical courts, of which 6 petitions were accepted and the rest were rejected or deleted.

• Jewish Inquiry: In 2025, final decisions were given in 2,558 cases referred to the court, compared to 2,174 the year before.

Director of the Rabbinical Courts, Rabbi Eli Ben Dahan: "The Rabbinical Courts continue to improve and become more efficient. Our top priorities are service to the citizen and a stubborn fight against the phenomenon of divorce refusal. This year, the number of divorce refusers decreased by approximately 30%. With God's help, this year too we will continue the trend of improvement and efficiency in service to the public.".
