President's Office: Hundreds of pardon requests approved in 2025 for service members and victims of October 7

President of the State, Yitzhak Herzog, published today (Thursday) the numerical data and main characteristics of his decisions in the field of pardons for 2025.

The data shows that this year 1,683 new pardon applications were opened in the legal department at the President's Office.

Although there was a slight decrease compared to 2024, the number of applications remains high compared to the average over the past five years.

The focus of the president's policy this year was the rehabilitation of war victims and the provision of relief to those who made significant contributions to the country's security.

The president responded positively to a total of 456 requests.

Approximately 50% of the positive decisions were given within the framework of "special outlines", led by the 'Iron Swords' outline, intended for reserve and regular servicemen, as well as outlines for soldiers and national service, the eradication of racism, and the "Bereshit" program.

Within this framework, more than 200 positive decisions were made this year for populations affected by the war and October 7, including bereaved families, families of abductees, survivors of the massacre, evacuees, residents of the confrontation line, business owners who were damaged, and members of the security forces.

A breakdown of the types of relief shows that 59% of the positive decisions dealt with shortening the periods for erasure and statute of limitations of criminal records. 23% of the decisions were for relief from fines, and 10% for relief from actual prison sentences or community service.

Most of the requests submitted to the President in general - 874 requests, were for shortening criminal registration periods.

Alongside the relief, the President's Office clarified that this year, too, the policy was maintained whereby, as a general rule, no relief is granted to pardon requests from sex offenders, domestic violence offenders, serious traffic offenders, and perpetrators of climate and environmental offenses.

It was also noted that this year, emphasis was placed on holistic treatment of pardon applicants, while integrating the Public Affairs Department at the President's Office and rehabilitation agencies, with the aim of providing a broad package that includes rehabilitation or community support programs.

The professional work was carried out in close cooperation with the Pardons Department at the Ministry of Justice, headed by Minister Yariv Levin.
