Financial rewards, rights, grants and support: everything that survivors of Hamas captivity are entitled to

The National Insurance Institute, as the entity entrusted with the care of victims of hostilities among Israeli citizens - not the security forces, who are treated by the Ministry of Defense - is expected to receive the kidnapped from the moment they can be seen after medical treatment, by social workers and National Insurance employees.

And what will they get?

In the initial phase with the return of the kidnapped:

  1. In the initial stage, a prepaid card worth 10,000 NIS will be provided, as well as a grant of an additional 50,000 NIS. Total - 60 thousand NIS immediately.
  2. Automatic medical care benefits will be provided for a full year at the salary level that existed before the October 7 disaster. This assistance is intended to address the initial period of return and the need for alms.
  3. Recognition as victims of hostilities and captives is automatic and the determination of the percentage of disability following terrorism, according to the law, will be based on a medical 50% and without any medical committee. (These percentages allow for broader assistance as supplementary assistance.).

Next step:

  • It will be possible to increase the medical percentages depending on the medical condition of the returnees after two years in captivity, based on medical documents.
  • The National Insurance Institute, together with the Ministry of Defense, recommended changing the legislation to increase the medical percentages to 1001/3T - but the legislation has not yet passed the Knesset.
  • 50% Medical Percentages automatically grant the entire package of rights throughout life. (The rights will be detailed below)

After the first year:

  1. After the first year, a fixed monthly compensation will be provided as part of the harm to the enemy in the amount of approximately NIS 4,957 and an additional compensation of NIS 3,300 under the Captive Redemption Law. The total basic monthly compensation will be approximately NIS 8,257 (not including grants and supplements).
  2. In addition, the National Insurance Institute will fully finance medical treatments that are not included in the health basket.

In the second phase, additional assistance will be provided:

  1. Mental treatments
  2. Alternative treatments for abduction in the amount of 6,000 NIS per year. These treatments do not include psychological therapy (which is eligible for life) but rather complementary treatments that include, among other things: acupuncture, reflexology, shiatsu, therapeutic riding, music therapy, mindfulness, surfing, homeopathy, and more.
  • It should also be noted that any treatment that doctors refer to is not included in the complementary treatment basket, but in addition, meaning beyond 6,000 NIS.
  • Vocational rehabilitation
  • Personal accompaniment by National Insurance rehabilitation officials from the moment of your arrival onwards.
  • Loans and expense coverage - if necessary.
  • A grant for the purchase of an apartment of 250,000 shekels is expected to increase to 300,000 with an increase to 100% disability. It should be noted that returning residents of the surrounding area receive an alternative apartment from the "Tekuma" administration.
  • Assistance for purchasing a new vehicle starting at 150,000 shekels every three and a half years, depending on the level of disability.

Families of the kidnapped:

  1. The National Insurance Institute has transferred quarterly grants to the families of the kidnapped, totaling up to 200,000 NIS, to assist them in their fight to return their loved ones home.
  2. Additionally, the family members of the abductees will be provided with additional assistance upon return:
  • A close relative who accompanies the abductee during the initial recovery period will be entitled to funding for loss of income based on the salary he had prior to the hostilities.
  • Financing of taxi trips to the medical facility, up to a total of NIS 5,000.
  • Assistance with household help in the amount of NIS 4,500 for the first 3 months.
  • Psychological treatment for a returned abductee and his family.
