Birger was investigated on suspicion of having acted as an intermediary for transferring funds from Qatari lobbyist Jay Potlik to Eli Feldstein, an advisor in the Prime Minister's Office.
In recordings previously published on 'Kan News', Birger can be heard confirming the transfer of funds.
Birger had been abroad until recently, and on Monday he landed in Israel and was immediately called for questioning at Lahav Unit 433.
At the end of the investigation, Birger was transferred to house arrest.
Yesterday, the court extended the detention of Yonatan Urich, the prime minister's advisor, and Feldstein. The police requested a nine-day extension, but the judge decided to extend their detention by only two days, until Thursday.
