'Recognized 'clans' will control areas in Gaza: IDF plan for the day after

The IDF and Shin Bet plan to present to the expanded cabinet tomorrow (Tuesday) the "day after" plan for the occupation of the Gaza Strip, according to which the Strip will be divided into "clans" recognized by Israel, which will manage the civilian lives of the residents of the Strip. According to a report this evening by Suleiman Maswad in Kan News, each clan will receive its own area for which it will be responsible, apparently according to its origin. The Strip will be divided into districts and sub-districts, with Israel managing communications with each clan separately, including on issues of coordinating humanitarian supplies from Egypt. Each clan will be responsible for distributing aid in the area assigned to it. However, according to the report, this is an interim proposal that is not final. It is not yet clear whether the plan has support in the cabinet, and it is likely that various objections to the outline will be presented tomorrow. The outline is reminiscent of Dr. Mordechai Keider's 'Emirates Plan', in which the orientalist recommended splitting Gaza and Judea and Samaria into 'emirates' controlled by clan leaders, as opposed to a political movement - with security control by the IDF. It was also reported this evening that Prime Minister Benjamin Netanyahu told the Foreign Affairs and Defense Committee today: "There is no point in talking about the Authority as part of the management of Gaza as long as the Palestinian Authority has not undergone fundamental change. If they are serious about their intention to change, let them prove it in Judea and Samaria first.".
