The newspaper 'Hambesar', the publication of the 'Shlomi Emunim' faction in the AGO, this morning (Friday) intensified its tone against the prime minister and the coalition - due to their conduct on the issue of the 'Conscription Law' and in light of Netanyahu's statement in an interview with the 'Wall Street Journal' that he does not intend to enact the 'dialogue clause'.

Under the headline "Anxiety in the Torah world over the intention to violate all the summaries regarding the regulation of the status of yeshiva students" - the newspaper wrote: "Concern in the Torah world over Prime Minister Benjamin Netanyahu's intention to shelve the legislation of the override clause, as part of the coalition leaders' renunciation of parts of the legal reform following protests by left-wing organizations against the reform laws.

""According to reports, the Likud decided to quickly advance the amendment to the reasonableness clause, which is supposed to prevent the High Court from interfering in ministerial decisions without legal justification, but on the other hand, to completely abandon a law that is supposed to restore the situation to its former state and prevent Supreme Court judges from overturning Knesset laws.".

According to the 'Herald,' "This is another blatant violation of the coalition agreement signed with United Torah Judaism, in which Prime Minister Netanyahu pledged to enact the override clause in order to preserve the law that will be enacted to regulate the status of yeshiva students and kollel elders whose Torah is their faith.".

""As part of the coalition agreement between Likud and Torah Judaism, it was signed that, alongside the immediate promotion of a law that meets the requirements of the great rabbis and rabbis of Israel, the government will enact the Basic Law on Torah Study and the Overcoming Clause, in order to ensure that the regulation of the status of Torah students will be maintained over time.".

The Agudai newspaper accuses that "the intention to waive the override clause joins the ongoing delay in enacting the amendment to the Security Service Law, which was promised in an agreement signed before the approval of the state budget. Before the budget, it was decided to postpone the legislation and promised that it would be enacted immediately afterwards, but this commitment was also violated. Later, they sought to postpone all legislative procedures on the subject for six months, and only a stubborn fight by the Haredi delegation prevented this and an agreement was reached to immediately begin promoting the law.".

""But surprisingly, this agreement was also violated, and instead of bringing a memorandum of law to the government this week for the consideration of the MKs and ministers, as was explicitly promised at a meeting chaired by the Prime Minister two weeks ago, a draft resolution was abruptly submitted to the government seeking to determine the non-regularization of the status of yeshiva members, without a deadline for completing the legislative processes.".

""At the same time, it becomes clear that the government intends to advance a law in a lightning process that will regulate the continuation of conscription for civilian national service. The bill will be put to a vote by Minister A. Struk at the government meeting this coming Sunday, and on the same day in the Ministerial Committee for Legislation, the Knesset committee is expected to exempt the bill from the obligation to provide a discount, so that it will be approved as early as this coming Monday in first reading, and the following week in second and third readings.".

'"The Herald reports that Haredi representatives expressed surprise at the conduct of the matter and wondered how it is possible that the government intends to enact other parts of the law in a swift and rapid process within a week and a half, while one of the standard-bearers of the status quo since the founding of the state is receiving shameful disdain from almost everyone involved, when at stake is the ability of tens of thousands of Torah students to study with peace of mind and without worries about their legal status.".

""In the Haredi public sphere," writes the 'Herald', "we strongly warn against the continuation of the situation in which vested interests who claim to represent faithful Judaism are texting every agreement, whether written or oral, and are concluding without authority and without responsibility compromises that erode the main principles that led to United Torah Judaism joining the coalition and their support for the establishment of the government.".
