A police officer who was engaged in illegal fishing gave a traffic ticket to a Nature and Parks Authority inspector who caught him. According to the indictment, filed in the Rishon LeZion Magistrate's Court, the police officer was accused of abusing his official authority by threatening the inspector with a traffic ticket. According to a report by Avi Cohen in Israel Hayom, the incident occurred in the Kibbutz Palmachim area. The police officer was apparently fishing illegally, along with another person. A Nature and Parks Authority inspector arrived at the scene, who was duly performing his duties, and an argument developed between him and the police officer - following which the inspector called another inspector to assist him in interrogating the police officer and the other person. When the policeman realized that he was expected to receive a fine of 700 shekels, he told the inspector that if he insisted on doing his job - he would also do his job, and would impose fines on him and his friend for traffic violations, saying (among other things): "If I accept the report... he will immediately receive 250 shekels and 6 points..." The indictment states: "In his actions, the policeman, while abusing his authority, committed an arbitrary act that harmed another.".
