Frontal confrontation: Why did the rabbi demand to meet with the supervisors before Rosh Hashanah?

Last Thursday, a message was sent to the kashrut supervisors in the city of Haifa, who work under the supervision of Rabbi Yitzhak Levy, the rabbi of Nesher, summoning them to an emergency meeting on Saturday night. This is how "ההשתתפות בכנס חובה", נאמר בהודעה, "משגיח אשר לא ישתתף בכנס, הרב יסיר את אחריותו מבית העסק אשר תחת השגחתו, והמשגיח יוזמן לבירור". תחילה הקדמה קצרה: בחיפה ישנם שני רבנים החותמים על תעודות הכשרות בעיר -  הרב שמעון אלמליח רבה של עתלית והרב יצחק לוי רבה של נשר. ב'חיפה האדומה' יש כיום כ-500 עסקים כשרים, כאשר כל אחד משני הרבנים חותם על 250 תעודות כשרות לעסקים. בכל חצי שנה, מפסח ועד ראש השנה ומראש השנה ועד פסח, מחדשים לעסקים את תוקף תעודת הכשרות. ביום חמישי האחרון חתם הרב שמעון אלמליח ומסר את כל תעודות הכשרות למשגיחים, על מנת שימסרו אותן לבעלי העסקים. הרב יצחק לוי, לעומת זאת, חתם על חלק מהתעודות, ואז החליט: על כל המשגיחים להגיע לכנס שיתקיים במוצאי שבת. אלא שבתגובה להודעה הוציא ראש אגף הכשרות ברבנות חיפה, רבי דוד אבוחצירא, הודעת אזהרה למשגיחים, לפיה אסור להגיע לכנס החירום שיזם הרב לוי. גורם בכיר ברבנות המקומית אומר לחרדים 10: "זו מלחמת עולם בין שני הצדדים. הרב יצחק לוי, מקורבו של הראשל"צ הגר"י יוסף במלחמה נגד הרב דוד אבוחצירא.  היו צריכים לחלק תעודות כשרות לעסקים שכבר שילמו את האגרה בעבור התעודה - ופתאום, לאחר שהרב לוי כבר חתם על חלק גדול מהתעודות, הוא חזר בו - והודיע כי בלי השתתפות בכנס המשגיחים לא יקבלו את תעודות הכשרות. "הרב לוי רוצה להראות שיש לו כוח בחיפה, שהוא יכול להביא את המשגיחים שלו במוצאי שבת, ולאיים שאם לא יבואו - 250 עסקים, שכבר שילמו אגרה, יישארו בלי תעודת כשרות. "הרב אבוחצירא, ראש אגף הכשרות ברבנות חיפה, שמע את הסיפור וכעס מאוד. הוא התקשר למשה דגן, יו"ר המועצה הדתית, ואמר לו שהוא מודיע לכל המשגיחים שלא יגיעו לכנס. שיערוך את הכנס ביום אחר ולא במוצאי שבת. פוגעים ככה באנשים לפני יום הדין". אבל הרב יצחק לוי ויתר. הכנס הועבר מאולם הכינוסים שליד המועצה הדתית בחיפה, לאולם בית כנסת בנשר. מדוע כל-כך בער לרב לוי לקיים את הכנס? לפי המקור הבכיר, התכנית הייתה להדגיש בפני המשגיחים שלא לשתף פעולה עם הרפורמה ששר הדתות מתן כהנא מבקש לבצע במערך הכשרות. "הרב לוי מתנגד חריף לרפורמה, מפיץ על כך סרטונים ביוטיוב וברשת. אחרי ההודעה של הרב לוי, הוציאו שוב הודעה מרבנות חיפה שהכנס לא יעסוק ברפורמה זה. אני עובד שנים רבות ברבנות חיפה ואף פעם לא היה רב שאיים ככה על המשגיחים". In a conversation with Rabbi Yitzhak Levy, the rabbi of Nesher, he tells Haredim 10: "The Chief Rabbinate Council gave me responsibility for kashrut in half of Haifa, and I met with the supervisors. I conveyed the requirements of kashrut to them. That's all.". The rabbi insisted on holding the conference, despite the request of Rabbi Abuhatzeira, head of the city's kashrut department, to postpone it. "I can't give kosher to a business before I meet the supervisor and tell him the kosher requirements. It's not obvious.". Why is this important right now? "Because now it's Rosh Hashanah, there are new certificates. Now it happened, on Thursday they let me sign certificates - on Sunday they bring the certificates to the businesses. How can I sign, before I give the supervisors my demands?"" Are all the supervisors present? "Most of them, some were on the trip. In the end, I signed all the documents, the whole point was that I met them first. There's no need to make a story beyond what it is. If I hadn't done that - you would have had to call to ask: How did I sign before explaining the kashrut requirements to the supervisors?!"" What did the rabbi clarify for them, what kosher requirements did they not know? "I don't know if they knew or not. This is the first time I've met them. This is the first time I've signed these certificates - right now the Rabbinical Council decided that I'll be the one to sign. Getting to know the supervisor is understandable.". Why did Rabbi Abuhatzeira ask to postpone the date? "He didn't tell me. I have no idea. He didn't talk to me. They didn't convince me and they didn't talk to me. They told me that he talked to them, didn't contact me - and told them not to come.". Does the Rabbi know why? "I have no idea.".
