The audit shows that in 2019, almost 1,000 ultra-Orthodox employees worked in the civil service, 641% of whom were women.
The rate of ultra-Orthodox workers in the civil service was approximately 1.21% in 2019, which is far from the rate of the ultra-Orthodox population among all working-age residents of the country, which stands at approximately 81%.
The report also shows that 11% of all ultra-Orthodox employees in the civil service were at the senior level and 19% were at the mid-level.
In 2018, a reserve program designed for academics from the Haredi population - the 'Influencers' program - was launched for the first time. Since the opening of the first cycle of the program for Haredi women and men, a second cycle has not been opened, until the date of completion of the audit.
Approximately 71% of the participants in the public participation process among ultra-Orthodox state employees reported encountering offensive comments.

The report noted that the number of Haredi employees in the civil service has steadily increased from 121 employees in 2015 to 980 employees in 2019, and in government ministries the increase is particularly noticeable (from 26 employees in 2015 to 446 in 2019), and they are also represented at the managerial levels.

The State Comptroller noted in the report's conclusion that an improvement in employment figures in Haredi society could benefit the public and the entire economy. "This task falls on the management of every organization in the civil service and on the Civil Service Commission, as it is responsible for managing human capital in the service. It is recommended, among other things, that the Civil Service Commission take effective action to ensure that, as a general rule, government bodies meet government goals for adequate representation of all eligible population groups, including at senior levels.".
