The dorm crisis • Maklev: Abuse. Eli Alalof: Awful bureaucracy

The Knesset Labor and Welfare Committee convened today (Wednesday) for an urgent discussion following the crisis in daycare centers and the failure to open registration for the next school year, due to claims by the operating organizations and associations that there is a severe shortage of manpower and budgets. יו"ר הוועדה, ח"כ אלי אלאלוף, אמר כי מדובר בהחמצה גדולה של המדינה. ''80% מהפעוטות עד גיל 3 אינם מטופלים על ידי המדינה, אלא במסגרות פרטיות יקרות מאוד, אם בכלל. המדינה הזניחה את הטיפול בהם. יש תקציב בלתי מוגבל לסבסוד פעוטות במעונות, אבל יש ביורוקרטיה מטומטמת ואהבלית, שמאלצת הורים וגננות להתמודד עם טפסים שאף אחד לא מבין איך למלא". רכז תעסוקה באגף התקציבים במשרד האוצר, מורן מזור, סיפר כי בשנים האחרונות הוקצבו 1.2 מיליארד שקלים לבינוי מעונות יום, אולם משרד הכלכלה והרשויות "לא השכילו ליישם את התקציבים האלו ביעילות וקצב הביצוע היה אפסי ומחפיר". The chairwoman of the World WIZO, Rivka Lazowski, said: "We are closing daycare centers with pain and tears, while parents are knocking on our doors.". MK Uri Maklev accused the Economy Ministry of failing colossally. "While the people of Israel are currently busy preparing for Seder night, we are engaged in this discussion about the elimination of leaven that has been passed down for many Passovers and has not been treated as it should have been.".

For years, the issue of the failure of the daycare system has been discussed in all Knesset committees, debate after debate, in order to streamline and improve the systemic failure in the existing system, but unfortunately the situation has remained as it was, a continuing delay that is significantly burdensome to the parent community.

Continuing the discussion, MK Rabbi Maklev added: "The department sanctifies bureaucracy in front of parents time and again, emphasizing that helping working women is not their top priority, but rather through repeated harassment in order to preserve the department's budget. The Ministry of Economy does not stand up to large commercial entities as required by its position, but rather to the vulnerable populations who need the services of daycare centers, where it exerts its weight in predatory bureaucracy.".

At the end of his remarks, MK Maklev addressed the committee chairman with a demand: "To hold a parliamentary hearing on the horizontal conduct of the daycare department, in which the director general of the ministry will appear in each hearing, and in these hearings we will demand detailed answers in order to change the situation on the ground.".

ח"כ מנואל טרכטנברג מהמחנה הציוני קרא לקיים הפגנות. ח"כ קארין אלהרר מיש עתיד הציעה לא לפתוח את שנת הלימודים עד לקבלת תקציבים או מעבר של מעונות היום למסגרת מסודרת במשרד החינוך. מפקחת ארצית לגיל הרך במשרד הרווחה, ורד כרמון, הודתה: "אני מאוד חוששת בשל אי פתיחת ההרשמה. מה יהיה עם 20 אלף פעוטות שאין להוריהם כסף לשלוח אותם למעונות פרטיים?" מנהלת אגף מעונות יום ומשפחתונים במשרד הכלכלה, גלית יעקובוב, השיבה: "המצב אכן דורש טיפול מעמיק. אי אפשר להתעלם מהסוגיות שנמצאות על השולחן, אך אין פתרון קסם". ח"כ אלאלוף סיכם את הדיון והדגיש כי מערכת הגיל הרך צריכה להיות באחריות משרד החינוך.
