
UN Secretary-General Antonio Guterres has placed Israel on a "blacklist" of countries and organizations responsible for "serious acts" of violence in conflict zones.
According to the organization's annual report published today (Friday), the UN verified several cases of serious acts committed by Israeli security forces, including torture, against 14 men, 7 women, 9 boys and a girl from the Gaza Strip and the West Bank. Of the cases of abuse, 13 occurred in 2025, and 18 in 2023 and 2024.
According to the report, the operators included the IDF, the IPS, as well as special units such as the Yam and fighters from the IPS's Katar unit.
The report alleged that the acts occurred mainly during arrests and interrogations at several sites, including military bases, such as Yemen Field, the detention facility at the Etzion Military Police Headquarters, 'Camp Magnuna' and another base; Prison Service facilities - Megiddo, Ofer, Ramla, Hasharon, Shata, Nafha and Damon; and at a police station in the Gush Etzion Bloc.
In addition, according to the report, violations were committed at checkpoints and during military operations in Judea and Samaria.
The report also refers to the bloodshed in the Yemeni field affair and the closure of the cases against those suspected of involvement in the case, noting that "these developments may reinforce an atmosphere of impunity, which may allow for the commission of conflict-related violence.".
Israel's ambassador to the UN, Danny Danon, criticized the UN Secretary-General's decision: "We are done with this UN Secretary-General. Guterres has put Israel on the same blacklist along with Hamas, ISIS, and the cruelest terrorist organizations in the world. This is a moral disgrace that proves that the UN has lost all credibility.".
National Security Minister Itamar Ben-Gvir responded: "We fully support our police officers and prison fighters.
