Charge against Negev resident: Consumed ISIS content and prepared explosives for attack at bus station

As part of a joint operation by the Shin Bet and the police, an 18-year-old Israeli citizen, a resident of the Negev, was arrested in November on suspicion of security activity inspired by the Islamic State-ISIS terrorist organization.

His interrogation by the Shin Bet revealed that the terrorist dealt with the extremist content and ideology of the terrorist organization, and carried out activities to manufacture explosives, as part of planning a suicide attack against soldiers under a bus in Beersheba.

In addition, he possessed documents dealing with training on how to prepare explosives and charges to promote terrorist attacks.

Today (Wednesday), following a joint investigation by the Shin Bet and the police, the Southern District Attorney's Office filed a serious indictment that includes offenses of preparation for an act of terrorism, receiving training for terrorist purposes, and weapons offenses.

The indictment indicates that starting in 2020, the defendant surfed designated ISIS channels, and then decided to carry out a stabbing attack at a bus stop in Be'er Sheva.

For this purpose, he purchased a knife, practiced using it, and searched for instructional videos online. Later, he decided to try to carry out the attack using IEDs or an explosive belt, and searched for videos on how to make explosives.

After October 7, the defendant decided to carry out the attack in the name of Hamas and not ISIS. In recent months, he had been preparing improvised explosive devices, but due to concerns about their functionality, he tried unsuccessfully to obtain a gun.

The two charges he made were thrown away near his house, after he decided to replace them with a simpler charge.

He is charged with the offenses of preparing to commit a terrorist act of murder under aggravated circumstances, training or instruction for an act of terrorism, and attempting to use a weapon for terrorist purposes.

A joint statement by the Shin Bet and the Israel Police stated: "This is a significant foiling, shedding light on the influence of the ISIS terrorist organization in Israel, which inspired murderous attacks in the past.".
