He was a close friend of Shas Chairman Aryeh Deri when Shas was founded. He took part in establishing and managing the Shas newspaper, and assisted in the party's spokesperson and liaison with the press. During the 'Lion's Roar' period, he did not leave the Ma'ashiyahu prison grounds. In the past, he served as head of the 'Segev Shalom' council.

This morning, Deri eulogized him: "I am sorry for you, my brother, my soulmate and beloved friend, dear Rabbi Leizer, I was very pleased. Rabbi Cain was one of the pioneers of the Kiryat Noar movement in Jerusalem, where he worked to restore the hearts of fathers to their sons, with grace, kindness, and great energy.

He was one of the first medical practitioners in Jerusalem, even before the establishment of the large organizations. Together with Rabbi Sheinberger, he was a central address for many patients' inquiries, and helped them greatly through his connections with the doctors in the hospitals.

With the establishment of the Shas movement, he was one of its most prominent activists and the living spirit at its conventions. His face showed sympathy for the movement's idea of revolution in relation to the Eastern communities and in restoring Atara to its former glory. He gained a special closeness from his teacher, Rabbi Ovadia Yosef, whom he greatly admired. Later, he even took part in establishing and managing the movement's newspaper, and greatly assisted in the movement's spokespersonship and contact with the press, all thanks to his amiable nature and constant smile.

""We had a courageous and close friendship for decades, and he always stood by my side every step of the way. During the 'Lion's Roar' period, he never wavered, and I will never forget the steadfast support he provided from there.".

"His rights in the world of repentance and far-off reconciliation are many and immense, the loss is extremely great. In my name and in the name of the Shas movement for its generations, I send sincere condolences to his honorable family. May you rest in peace from heaven. May his memory be blessed.".

Recently, he suffered severe torment and accepted it with love.

He left behind his wife and a blessed generation of righteous people.

The funeral procession left this morning (Friday) at 10:45 AM from his home at 16 Shaarei Torah Street in the Beit Vegan neighborhood, via Beit Midrash Amshinov - to Har Hamenuchot, where he will be buried.
