Through a concerted effort by the National Insurance Institute and the Employment Service, and through the development of the national digital system - from today, it is possible to submit a single online application that will automatically transfer the documents and data simultaneously to each of the bodies.

The unified form significantly reduces bureaucracy for citizens, who were previously required to submit separate applications with duplication of documents. The unified application can be submitted in the government's personal area and on the National Insurance website.

Every citizen who leaves the workforce and seeks to exercise his entitlement to unemployment benefits is required by law to contact two bodies: the National Insurance Institute and the Employment Service.

The National Insurance Institute is responsible for handling the issue of unemployment benefits, which serve as an economic safety net until he returns to work during his eligibility period. At the same time, the Employment Service is responsible for assisting him in his efforts to return to work, while directing him to work that is appropriate for his skills and abilities, associating him with an employment program tailored to him, and providing him with workshops, vocational training courses, and additional placement support tools.

To this day, citizens are required to deal bureaucratically with both bodies separately.

In order to make it easier for job seekers and reduce bureaucracy for them, thereby streamlining the process, job seekers will be able to complete the required procedure with the National Insurance Institute and the Employment Service using a single form and in a simple online form through the government personal area on GOV.IL. After filling out the unified form, the required information will be immediately sent to the National Insurance Institute and the Employment Service, and the date of submission will be the date of registration with the Employment Service, all of this subject to reporting to the Employment Office within 15 days of submitting the online form.

In addition, the submission date will also be determined as the date of commencement of eligibility for unemployment benefits from the National Insurance Institute.

The unified form will make things much easier for job seekers and will avoid duplicate procedures that existed in the previous, double registration format. The unified form can be easily found in the government's personal area and the identification system allows any citizen to register, even those who do not own a smartphone.

In light of the success of the collaboration, the National Digital System began characterizing additional services shared by both entities, with the aim of adding to and improving the service offered to citizens.

Deputy Director General of the National Insurance Institute, Yarona Shalom: "The aforementioned cooperation is important in order to make things easier for the insured and save them from having to reach out to several bodies at the same time. A person who has lost his job needs to be given the space to receive social assistance from the National Insurance Institute and, at the same time, to allow him to search for work at ease. The unified form streamlines the process and significantly reduces bureaucracy for the citizen, and this is another piece of news that we have promoted in favor of streamlining the service, improving processes, and receiving rights in the easiest, most digital and beneficial way.".

The CEO of the Employment Service, Rami Graor: "In recent years, we have been focusing on improving the service provided to our customers, both in the offices and digitally. Here too, this is real news that will put an end to confusion and awkwardness; no more double registration, no more delays in entitlements. Every job seeker will be able to exercise their entitlement to the safety net that will allow them to optimally return to the workforce. The world is moving forward, and so are we. In an ever-developing digital reality, we must remove bureaucratic barriers and make things easier for our customers. Not only will the unified form make the registration process easier, it will also allow job seekers to devote all their time and energy to their efforts to return to work, and not to bureaucracy.""

Director General of the National Digital System, Shira Lev Ami: "The National Digital System is constantly working to shorten bureaucratic processes and make it easier for citizens to perform actions simply and effortlessly. The unified digital form is a lifeline for people from all sectors and in every socio-economic situation. The employment crisis is making it difficult enough for residents, the state must make every effort to make things easier.".
