
The clauses of the coalition agreement between United Torah Judaism and the Likud and the Prime Minister include advancing the draft law to the satisfaction of the Haredi factions, maintaining the status quo on matters of religion and state "as has been customary for decades in Israel," as well as maintaining the status and independence of Haredi education, and opposition by Likud Knesset members to any legislation that changes the status quo on matters of religion and state. This is according to the draft agreement, which was published today (Wednesday) by Yaki Adamkar in Walla.
The agreement states: "The consent of the Likud representative who serves as Deputy Chairman of the Ministerial Committee for Legislation will not be given to promote legislation that involves a change in the status quo on matters of religion and state. If there is a change that harms the status quo, the Prime Minister and the 'Likud bloc' will work to correct the harm in order to preserve the status quo.".
In addition, it was agreed between United Torah Judaism and Likud that the yeshiva budget would be anchored entirely in the state budget, and not as it has been to date, where part of it was provided from coalition funds.
Upon the swearing-in of the government, the conscription law will be enacted according to the proposal of the Ministry of Defense and the IDF, but the conscription goals will be determined by government decision and not by legislation, in a way that allows them to be changed.
According to the agreement, if the law is invalidated by the High Court of Justice, Netanyahu and the right-wing bloc will work "to repair the damage, in light of the recognition of the importance of Torah study, while the government's policy will be in the spirit of the policy that the quota of Torah students in the State of Israel will not be limited.".
Likewise, ultra-Orthodox and religious girls "will not encounter obstacles or difficulties in receiving exemption" from the IDF if they meet the conditions.
In the agreement, United Torah Judaism commits to supporting any position of Netanyahu "that is coordinated with the US, directly or indirectly related to the issue of applying sovereignty in the government and the Knesset.".
United Torah Judaism is expected to receive, as part of the distribution of roles, the Ministry of Construction and Housing (Yaakov Litzman), including the Israel Land Authority and a rental apartment company, the chairmanship of the Finance Committee (Moshe Gafni), two deputy ministers in the ministries of Education (Meir Porush) and Transportation (Uri Maklev), the chairmanship of the Constitution Committee (Yaakov Asher), and the chairmanship of the Public Inquiries Committee for 15 months of the entire term.
In addition, it was agreed between the parties that some Norwegian law would be promoted with up to 3 resignations per party with up to 20 seats and 2 resignations per party with more seats.
The chairman of the Yisrael Beiteinu faction, MK Oded Forer, wrote on his Twitter account: "Netanyahu and Gantz held a liquidation sale for the ultra-Orthodox parties.
""As part of the agreement, Netanyahu will receive immunity, Gantz will receive seats + housing arrangements, and the Haredi parties will receive complete control over the budget, housing, and land through the Ministry of the Interior. In return, the general public will serve in the IDF, become a reserve, and pay more taxes. The order of equal burden has been eliminated.".
MK Ofer Shelah of Mish Atid-Telem attacked Blue and White following the publication of the agreement's clauses: "Complete neutering of the draft law, complete veto power for the ultra-Orthodox in matters of religion and state, ultra-Orthodox approval of annexation, a constitutional committee for Torah Judaism, which will lock out of the Knesset what remains of the law-abiding system. Gantz and Ashkenazi have now signed this, in addition to zero roles in Corona matters. The dimensions of the surrender are expanding.".
