Simcha Felder will introduce a legislative proposal in the New York State House of Representatives to increase the punishment for pirated copies.

According to the proposal, the applicant for a license to remove a burial site will be required to prove that he is able to bring the burial site to a proper burial and will be obligated to prominently display his license number on the truck.

Felder, the commissioner of the Haredi neighborhoods in Brooklyn, is seeking to impose fines ranging from one thousand to five thousand dollars for violating the law.

""Every year we hear shocking stories about fraudulent operators who do not bury the Genizah properly," he says. "It is time to put an end to this terrible desecration of God. People who do the right thing should not be victims of crooks who exploit their innocence. The legislation is intended to draw a line between honest brokers and fraudsters.".

Permit applicants will be required to provide full identification documents including a photo, and will be required to provide customers with receipts with their permit number and the amount paid.

However, the law will only apply to cities with more than one million residents.

The amendment to the law will be implemented immediately after Passover.

Felder was called upon to advance the bill after it became clear that pirates are charging the public for Geniza, especially in these days before Passover, but instead of burying the Geniza with respect, they are throwing it in landfills.
