The court ruled before the start of the 2016 school year that registration for girls' educational institutions in Elad would be carried out according to a 'regional registration' outline, but the 'Noar Kahala' association claims: The ruling was trampled on in practice, and registration this year is not being carried out in accordance with the agreements.

In a letter sent today (Monday) by Attorney Yoav Lalom, on behalf of the 'Noar Kahalacha' association, to the legal advisor of the Haredi district at the Ministry of Education, Liron Spiegler, he writes: "The registration procedures in Elad are being conducted in violation of the court agreements, and this is based on accurate information from the field, and answers are even given to the students about their acceptance into the educational institutions, with continued disregard for the ruling.".

""In practice, the verdict has been trampled upon, and I am unable to get a clear answer from you about where the treatment stands and what operative steps are being taken.".

Lalom warns that if no response is received - "in the next forty-eight hours, with a clear instruction to cancel the registration and carry out the registration in accordance with the agreements, my client will be forced to file a motion for contempt of court in the matter.".

Attorney Lalum's appeal came after Attorney Spiegel responded to Lalum's previous appeal: "The Ministry of Education is aware of the court's ruling and is acting on the matter regardless of your appeal.

""Following the Haredi District Director's request to the local authority regarding the matter, the authority requested a delay in order to provide a response and noted that the issue of high school registration is still in the process of being regulated.".

""The Ministry of Education continues to monitor and track the progress of matters.".

In a conversation with Haredim 10, lawyer Yoav Lalom says that educational institutions continue to conduct registration that includes solicitations for girls and the like, thereby making a mockery of and degrading the court's order requiring registration by region.

The Jerusalem court decided last year on a new plan for the city, according to which the mayor and the Beit Yaakov seminarians operating in the city committed to implementing 'regional registration' in the two high schools in 2017.

""The goal of the petition was to not have a daughter who would stay at home, and this goal was fully achieved," Attorney Lalum said at the time. "And we even received a bonus – regional seminars for the 2017 school year, which is a precedent that, God willing, will continue in other places.".

""The court and the Elad Municipality accepted the compromise and all the girls will be placed in the two seminars immediately. Unfortunately, without us coming to court, this would not have happened.".
