In addition, the forum - through the Ben Ari, Marnes, and Teklet offices - filed a series of complaints about its findings with the Registry of Nonprofits.<\/p>\n\n\n\n<p>It should be noted that the coalition negotiations between Ra&#039;am, Yesh Atid and Yamina took place at the association&#039;s offices.<\/p>\n\n\n\n<p>The report determined that the association \u201chas ongoing illegality and actions contrary to the rules of proper administration, in addition to the illegality stemming from links to terrorist organizations.\u201d The Registrar of Associations also determined that the association collaborated and transferred funds to entities declared as terrorist organizations.<\/p>\n\n\n\n<p>The initial investigation of the &#039;Choose Life&#039; forum and the &#039;Ad Kan&#039; association, published by Ayala Hasson, revealed that the association operates and transfers funds to terrorist organizations. In a series of further investigations published in various media outlets, the forum proved its connections with additional organizations.<\/p>\n\n\n\n<p>The official report of the Registry of Associations reveals serious findings regarding the conduct of Association 48: \u201cA review of this report shows a series of flaws and poor conduct that occurred in the conduct of the association. The flaws raise concerns, at the highest level of severity, that the association is operating in violation of the law and the guidelines of the associations in accordance with the law, including concerns about activities in cooperation with organizations that have been declared terrorist organizations or organizations with ties to terrorist entities, use of the association\u2019s assets for foreign purposes and without a sufficient control path, lack of supervision of the association\u2019s assets, prohibited engagement with a company owned by a board member, financial income in a manner that prevents a control path and the ability to trace the association\u2019s income, submission of false reports, and lack of functioning of the association\u2019s institutions.\u201d<\/p>\n\n\n\n<p>The report emphasizes that, according to the court&#039;s ruling: &quot;Usually, only ongoing illegal conduct, which constitutes a dominant part of the association&#039;s activities, can justify exercising the authority specified in Section 50 of the Associations Law.&quot;.<\/p>\n\n\n\n<p>The report further states: \u201cThere may be cases in which, even if the illegality of the association\u2019s activities was not ongoing, the severity of the illegality of the association\u2019s activities would justify its dissolution based on the grounds in Section 49(1) of the Associations Law. For example, and for the sake of illustration, it is sufficient to discover one case in which an association transferred funds to a terrorist organization, knowing that it was a terrorist organization, in order to determine that its activities are contrary to the law and grounds for dissolution have arisen.\u201d.<\/p>\n\n\n\n<p>In the report&#039;s conclusion, the Registrar of Associations states: &quot;In this case, there is ongoing illegality and activity contrary to the rules of proper administration, in addition to illegality arising from links to terrorist organizations - all of which can constitute grounds for dissolution. In this case, there were significant flaws in the conduct and management of the association, including in the financial aspect, including the failure to record funds that it allegedly received and the distribution of funds without proper accounting, cooperation and transfer of funds to entities declared as terrorist organizations, and there is a concern about the existence of illegal activity.... This conduct ostensibly establishes grounds for the dissolution of the association in accordance with the provisions of Section 49(1) of the Associations Law, and this document should be seen as a warning before initiating dissolution proceedings against the association pursuant to Section 50(b) of the Associations Law.&quot;\u201c<\/p>\n\n\n\n<p>The report was signed by Attorney Yosef Margolin, Director of the Welfare, Culture and Sports Division in the Nonprofits and Charities Unit.<\/p>\n\n\n\n<p>The Forum for the Voters in Life of the Bereaved Families and Victims of Terrorism stated: &quot;The forum welcomes the official recommendation of the Registry of Nonprofits to dissolve the 48 Association due to ties to terrorist organizations. This is a historic victory for the forum, which cut off Hamas&#039; funding pipeline from the Islamic Movement of Ra&#039;am and the 48 Aid Association, whose financial turnover exceeded 250 million NIS in the years before the October 7 massacre.<\/p>\n\n\n\n<p>\"&quot;The official report confirms serious violations of the Anti-Terrorism Law. Transferring funds to terrorist organizations &quot;knowing that it is a terrorist organization&quot; requires a decisive criminal response.<\/p>\n\n\n\n<p>\"&quot;We demand that senior Ra&#039;am officials and related organizations be arrested for questioning, and that the full criminal law be exhausted. Anyone who supported Hamas until October 7th should be sent to prison. We will continue the fight on the criminal level and will not be satisfied with dissolving the organizations and blocking bank accounts.&quot;.<\/p>\n\n\n\n<p>\"&quot;After years of denials, it has been officially proven that this is an illegal activity to finance terrorism. The forum will continue to work through all legal channels to ensure that those responsible are brought to full justice.&quot;.<\/p>\n\n\n\n<p>Attorneys Eran Ben Ari and Assaf Tekhelet and the Ben Ari firm of Rans Tekhelet &amp; Co., who filed the complaint with the Registrar of Nonprofits against Aid 48 on behalf of the Chosen People in Life Forum, stated: &quot;The detailed, reasoned and justified decision of the Registrar of Nonprofits to dissolve Aid 48, while accepting all of our claims, is a significant milestone in the fight against terrorism and in promoting proper management of non-profits in Israel. <\/p>\n\n\n\n<p>\"&quot;As the Registrar determined, the association&#039;s actions aided terrorist elements while illegally promoting the economic interests of members of the association.&quot;.<\/p>\n\n\n\n<p>\"&quot;Before the Knesset elections, we submitted a request to disqualify RAAM due to its prohibited ties with Hamas terrorist elements in Gaza and Judea and Samaria through the Aid 48 association. Unfortunately, the Elections Committee decided not to grant the request.
