It's a matter of priorities"\""},"content":{"rendered":"The report of the Alaluf Committee, the Committee for Poverty Reduction, will be submitted today (Monday) at noon, to Minister of Social Affairs Meir Cohen.\u00a0\r\n<\/strong>\r\n

The cost of implementing the report's conclusions is estimated at approximately 5.8 to 6.3 billion shekels per year over the next five years. The bulk of the investment will be in welfare services and pensions - approximately 2.5-3 billion shekels per year.<\/p>\r\n

In the background is the fear that the Ministry of Finance will prefer not to adopt the conclusions of this chapter, especially after increasing the defense budget for 2014 by another billion shekels in recent days. To this must be added the cost of budgeting the VAT exemption program for the purchase of an apartment for young couples, and we get a real risk that the state budget will include a large deficit.<\/p>\r\n

The committee's discussions included - starting from the first discussion - repeated disputes between the members, with meetings held on the eve of the report's submission between several members and the chairman himself, Eli Alalof.<\/p>\r\n

At the center of the controversy was the decision to increase the income guarantee allowance to 67% above the poverty line, while lowering the income threshold from employment, from which the income guarantee is cut. In 2012, for example, the poverty line was 4,512 for a family of two, with the 67 percent allowance being 3,023 shekels per month (2,820 for an individual).<\/p>\r\n

On the one hand, implementing such a decision would help poor families, on the other hand, it would not succeed in lifting them out of the cycle of poverty. There was significant controversy surrounding the decision, after the members attributed great importance to it, but representatives of the Ministry of Finance and the Bank of Israel opposed it. The Ministry of Finance claimed that it would increase the dependence of needy people on the pension while preventing them from going to work. The members of the committee claimed in response that to this end, they would add the clause that talks about an "effective" employment test as a condition for receiving the pension.<\/p>\r\n

Currently, the allowance, as well as unemployment benefits, is received on the condition that the applicant reports to the employment service and accepts any job offered to him. The new section will refine the employment test, although the report does not specify how.<\/p>\r\n

Harsh criticism<\/strong><\/p>\r\n

The report harshly criticizes government ministries, which, in the committee's opinion, do nothing to eradicate poverty, and even when they implement programs intended for the disadvantaged population, they do not coordinate this among themselves and do not check the effectiveness of the program.<\/p>\r\n

<\/p>\r\n

Among other things, the bureaucracy in government ministries and the National Insurance Institute is also being criticized. The committee recommends appointing a representative to fight poverty in each relevant government ministry, while increasing coordination between ministries. The entire system will be overseen by the Prime Minister's Office.<\/p>\r\n

Among the report's recommendations: encouraging employment for the poor population who are able to work, improving welfare services, and increasing benefits for poor populations who are unable to work (the elderly, the disabled, etc.). Social workers will be added while reducing bureaucracy and providing additional budgets to assist families who turn to welfare services.<\/p>\r\n

The committee also recommends an addition of 200 shekels to income supplement allowances for the elderly (the decision is expected to lift about 901,000 poor elderly people out of poverty, although it will not raise them much above the poverty line), expansion of the negative tax grant, programs to encourage employment, and increased enforcement of labor laws.<\/p>\r\n

The committee's recommendations also address the issue of public housing \u2013 at a cost of approximately 1.5 billion shekels per year \u2013 by, among other things, increasing the public housing stock and increasing rental assistance for those eligible.<\/p>\r\n

The field of education is also being addressed: the committee recommends the establishment of approximately 200 new daycare centers for children, mainly in disadvantaged communities, as well as the development of programs to prevent school dropouts and identify and assist children with learning disabilities in disadvantaged communities.<\/p>\r\n

In the field of health - discounts and exemptions from co-payments for medical services will be expanded, and state-subsidized dental treatments will be expanded (children up to the age of 14, seniors up to the age of 75 who are eligible for income support benefits).<\/p>\r\n

Local Authorities \u2013 Currently, the Authority budgets 25-30 percent, along with the various government ministries. The committee will recommend reducing the percentage of participation in expenses for disadvantaged authorities, to only about 51%, while in established authorities the percentage increases.<\/p>\r\n

\"\u05e2\u05d5\u05e0\u05d9<\/a><\/p>\r\n

Eli Alalof\u00a0<\/b>, 69, who headed the committee, immigrated from Morocco at the age of 17. He began his "social" path as a student at the Hebrew University. When he asked to join the "Black Panthers" movement, they refused to accept him. In an interview conducted with him about a month and a half ago in "The Marker," Alaluf said that his friends in the movement, Charlie Bitton and Reuven Abergil, would tease him and call him "Francawi," "maybe because I came from a French education in Morocco.".<\/p>\r\n

When he was appointed head of the committee, he set himself a goal: to reduce the poverty rate by half. However, many difficulties arose in the committee's path, and the submission of the report was postponed from Passover Eve to mid-May, and then to the end of June. Even now, with its submission, it is not certain that the government will adopt the report.<\/p>\r\n

In the interview, Alaluf expressed full confidence that the recommendations would be accepted. Among other things, he based his confidence on the fact that the Minister of Welfare himself convinced him, over a cup of tea at his home, to accept the position.<\/p>\r\n

National mission<\/strong><\/p>\r\n

The one who was quick to respond to the report was MK Yoni Shtavun, chairman of the Neighborhoods Forum.<\/p>\r\n

The poverty situation in Israel is worse than ever, and it is his duty to do everything in his power to combat it." At the same time, he added, referring to the concern that the Ministry of Finance will not accept a large part of the recommendations due to the lack of a budget: "What does it mean that there is no money? It is a matter of priorities. The fight against poverty is a national mission of the highest order, our duty to fight poverty. In my opinion, this is no less important than security threats.".<\/p>\r\n

However, Stevon also did not refrain from criticizing the committee, referring to the omission of the clause increasing child allowances from the committee's final recommendations, even though most of its members supported increasing them.<\/p>\r\n

I will fight to increase them again." According to him, "the state has a responsibility towards its citizens, its duty to ensure their basic existence.
