Even though six months have passed since the local elections, there is a city and state in Israel where the position of deputy mayor has still not been legally approved.<\/p>\r\n

This is a city where, despite having a low socioeconomic ranking, salaries are paid regularly every month, and where the mayor receives much praise from government ministries for his activities in general and his activities on the issue of employment in particular.<\/span><\/p>\r\n

Welcome to Modiin Ilit.<\/p>\r\n

Before the elections, there were those who planned that the person appointed to the position of paid deputy mayor would be Tuvia Freind, a representative of the Karlin Hasidism and an advisor to Mayor Yaakov Guterman. MK Moshe Gafni opposed and demanded that a representative of Degel HaTorah be appointed to the position. Later, the Grand Rabbi Steinman decided that Mordechai Goldberg, a representative of Degel HaTorah, would receive the position.<\/p>\r\n

The mayor, Yaakov Guterman, was not enthusiastic, to say the least, about the decision, but when the mayor says it - who will challenge his words?.<\/p>\r\n

But while no one is officially appealing, things are faltering on the ground, and Goldberg is still waiting for confirmation of his position.<\/p>\r\n

Unofficial sources in the city claim that "eventually the position will be approved, and Guterman will pay back all the debt owed to his deputy." Still, it's unpleasant when things don't work out.<\/p>\r\n

There is no official confirmation of this from either side, but those in the know know that MK Moshe Gafni, who was forced to intervene in the matter, announced that the only entity authorized to rule on all the details of the appointment, with all its implications, is the delegate, i.e.: the Grail, and that no body, including the elite intelligence rabbis, has the ability to intervene and\/or decide on the complicated issue.<\/p>\r\n

The basis of the matter is the fact that the Ministry of the Interior did not approve the appointment in the initial stage and automatically, due to the fact that Goldberg declared on the various forms that he serves as a member of the management of a seminary in the city. Later, when the Ministry of the Interior refused to approve the appointment for this reason, Goldberg made it clear that he would stop taking a salary and that he would work voluntarily. This type of appointment requires approval by the members of the municipality, but as of now, the mayor has not yet convened a meeting to approve it.<\/p>\r\n

why?<\/p>\r\n

Well, behind the scenes there is a debate between the parties - Friend and Goldberg. The debate is also about the title, who will actually hold the title of 'Lieutenant', and also about the financial compensation. For obvious reasons, we will not go into the details of things and the pockets of those involved. Some say that a lawsuit was almost filed in the local court, under the presidency of Mr. Datra. The parties deny it.<\/p>\r\n

Either way, it's hard to say that the city is in turmoil, as residents are unaware of the battle taking place above their heads, but the mood in the local political arena is certainly tense.<\/p>\r\n

The mayor's office declined to comment.<\/p>\r\n

A senior official promised: "In the coming days, the members of the municipality will convene and the appointment will be approved.".<\/p>\r\n

Either way, a senior official at the Torah Banner promises that a way will be found to ratify the appointment, even if not in a way that satisfies Friend, or perhaps even the mayor, whose opinion on the matter is unclear.<\/span><\/p>\r\n
