A report published this morning (Sunday) by the Employment Service reveals a worrying trend of a continuing decline in the participation rates of young people in the labor force in Israel.<\/p>\n\n\n\n
The report shows that the decline was particularly sharp among young men aged 20-29 - an age group that was previously characterized by high employment levels.<\/p>\n\n\n\n
According to the findings, the official unemployment rate for young people in Israel is relatively low compared to Western countries - only 5.21% compared to 101% in the United States and 11.11% on average for OECD countries - but the figure is misleading: many young people are not included in the labor force at all, because they are not working and not looking for work, and in most cases are in academic studies. <\/p>\n\n\n\n
This means: they are not eligible for unemployment benefits, and are therefore not included in the statistics.<\/p>\n\n\n\n
The researchers note that the decline in employment rates among young people is a global phenomenon, against the backdrop of the "aging of the workforce" and the increase in the retirement age in many countries. <\/p>\n\n\n\n
However, in Israel, the decline is particularly sharp, and the gap between the employment rates of young Israelis and those of comparable ages in OECD countries and the US is only growing. At the same time, the employment rates of those aged 55 and over in Israel continue to rise - partly due to the shortage of young workers.<\/p>\n\n\n\n
The decline in participation rates is evident almost exclusively among young men, while the participation rate for women remained stable and even increased slightly - mainly due to an increase in the participation rate of young Arab women. <\/p>\n\n\n\n
As a result, the gender gap in participation rates has almost disappeared: if in 2014 the participation rate for men was 80% and for women 68%, then in 2025 both genders will be around 68%.<\/p>\n\n\n\n
One of the most striking findings in the report is the increase in the rate of "despairers" - young people who have stopped working and are not looking for work. This phenomenon is several times more common among young people than adults, and is particularly noticeable among young men and among young Arabs, whose rate of despair is 2-3 times higher than that of young Jews.<\/p>\n\n\n\n
Among those in "weak" occupations - service workers, sales workers, and unskilled workers - the rate of discouragement is significantly higher than among those in technical, managerial, or academic occupations. Young people in low-wage, low-productivity jobs tend to leave the labor market more quickly.<\/p>\n\n\n\n
According to the researchers, in parallel with the decline in youth employment rates, there is an increase in employment among adults and middle-aged people (30-54), which creates an "aging labor market" in which young people occupy an increasingly smaller share. <\/p>\n\n\n\n
