On Wednesday morning, the Knesset's Interior Committee held an urgent discussion on the serious failures in the sewage infrastructure and the rat plague in the city of Bnei Brak.<\/p>\n\n\n\n
MK Kreuzer opened the discussion with a strong protest over the absence of the mayor, Hanoch Seibert, accusing him of disrespecting the residents and the Knesset. Kreuzer noted that the mayor informed the committee that he was "abroad," but according to evidence he received, he was in Israel and busy organizing demonstrations against the draft - and did not even bother to send a representative on his behalf to the discussion.<\/p>\n\n\n\n

Tomorrow (Sunday), a bill by Likud MK Amit Halevi will be submitted to the Ministerial Committee, which would impose fines on public employees who fail to attend Knesset committees. The bill is expected to receive approval from the Ministerial Committee.<\/p>\n\n\n\n
Today, public servants are not required to appear before committees, and only the State Audit Committee can issue a "come-to-be order." Now, it is proposed to require them to appear before all committees at the request of MKs. <\/p>\n\n\n\n
According to the bill, civil servants will be required to appear before the committees, provide information, and answer questions, including preliminary questions that will be given to them before the hearing.<\/p>\n\n\n\n
Failure by a public service official to appear before a committee will be defined as a disciplinary offense and will result in a fine of one quarter of the employee's monthly salary who refused to appear. Further failure to appear will result in a delay in salary. <\/p>\n\n\n\n
The bill also stipulates that a public body that has received a demand from a Knesset committee at the request of one of the committee members will be required to submit the report no later than 14 days from the date of receipt of the request in ordinary cases, and 24 hours in urgent cases. <\/p>\n\n\n\n
If the public body fails to comply, the committee may summon the head of the body to answer questions on the matter. Failure to provide the requested information will also result in a sanction in the form of a fine on the employee, equal to a quarter of his monthly salary.<\/p>\n\n\n\n
In the bill, Halevi explained: "One of the central roles of every parliament is to oversee the actions of other authorities, including the executive branch.
