The political-security cabinet met this evening (Thursday) to discuss the hostage deal, with the participation of members of the negotiating team who returned to Israel.<\/p>\n\n\n\n
After the cabinet meeting, the government will convene. At this stage, the remaining components of the deal will not be approved.<\/p>\n\n\n\n
The political-security cabinet and the government are expected to approve the release of terrorists from Israeli prisons in exchange for the release of the hostages, as part of the first phase of President Trump's plan.<\/p>\n\n\n\n
Minister Bezalel Smotrich and Minister of National Security MK Itamar Ben-Gvir announced that they would vote against the deal at the government meeting.<\/p>\n\n\n\n
In accordance with the decision being formulated, the measures will also include the release of 250 security prisoners, 1,700 residents of the Gaza Strip who were not involved in the events of October 7 and were arrested afterwards, as well as 22 minors under the age of 18 residents of the Gaza Strip. <\/p>\n\n\n\n
In addition, 360 bodies of terrorists will be returned.<\/p>\n\n\n\n
According to the decision, security prisoners convicted of murder, of manufacturing weapons used for murder, or of direct involvement in sending a terrorist who carried out a deadly attack will be released to the Gaza Strip or abroad, and will be immediately banned from entering Israel and the West Bank.<\/p>\n\n\n\n
According to Ben Gvir, the decision to deport the terrorists was made at his request and was written into the decision-makers' proposal that will be submitted to the government for approval.<\/p>\n\n\n\n
And this is the full decision that will be put to a vote at the government meeting:<\/p>\n\n\n\n
The government approves an outline for the release of Israeli abductees \u2013 living and dead, which includes additional conditions detailed in a classified Appendix B, a list of 270 prisoners and detainees held in the custody of the Prison Service (hereinafter \u2013 IPS) and a list of residents of the Gaza Strip who were not involved in the events of 7.10.2023, were arrested after 7.10.2023 and are held in the custody of the IPS or the IDF (Appendix C), maps (Appendices D and E) and the list of living and dead abductees (Appendix F), the main points of which were presented to the government ministers and are in the government secretariat for the ministers' review (hereinafter \u2013 the outline for the release of the Israeli abductees).<\/p>\n\n\n\n
2. The outline for the release of the Israeli hostages will be implemented as follows:<\/p>\n\n\n\n
2.1 Within 24 hours from the date of receipt of this decision, and against the obligation to implement the provisions of section<\/p>\n\n\n\n
2.2 Hereinafter, on the date specified in Section 2.2, the Israel Defense Forces (hereinafter and above \u2013 the IDF) will be organized in accordance with the details in the maps attached as Appendix D to this decision, and there will be a ceasefire that begins on the date of this decision. After carrying out the provisions of Section 2.2 below, the IDF will be organized in accordance with the details in the map attached as Appendix E to this decision, in order to prevent friction with the population in the Gaza Strip.<\/p>\n\n\n\n
2.2 Within 72 hours of the completion of the IDF's preparations as stated in Section 2.1 above, 20 live Israeli hostages and 28 dead hostages will be released from the Gaza Strip back to the State of Israel, of which 4 dead hostages are non-Israelis. All live and dead hostages will be transferred to the security forces of the State of Israel. To the extent that all dead hostages are not released under the circumstances specified in Appendix B, the provisions of Appendix B will apply.<\/p>\n\n\n\n
2.3 The government approves:<\/p>\n\n\n\n
2.3.1 For reasons of managing the country's foreign relations and security that require it, to release - from the list of 270 prisoners and detainees held in the custody of the IPS, 250 prisoners and detainees (hereinafter - the security prisoners) and to release from custody 1,700 residents of the Gaza Strip who were not involved in the events of 7.10.2023 and who were arrested after 7.10.2023, as well as 22 minors (under the age of 18) residents of the Gaza Strip who were not involved in the events of 7.10.2023 and who were arrested after 7.10.2023 (hereinafter - residents of the Gaza Strip not involved in the events of 7.10) of whom _ are held in the custody of the IPS and _ of whom are held in the custody of the IDF. The government directs the Chief of Staff, or an officer with the rank of Brigadier General That the Chief of Staff has authorized, in accordance with his authority, to exercise his authority and order the cancellation of a detention order or the avoidance of issuing a detention order, as the case may be, regarding those __ residents of the Gaza Strip who are not involved in the events of 7.10 and who are being held in IDF custody.<\/p>\n\n\n\n
2.3.2 Transfer 360 bodies of Gazan terrorists to the Gaza Strip (hereinafter \u2013 the bodies of the terrorists).<\/p>\n\n\n\n
2.3.3 The provisions of sections 2.3.1 and 2.3.2 above will be implemented only subject to and prior to the release of security prisoners, the release of residents of the Gaza Strip who were not involved in the events of 7.10, and the transfer of the bodies of the terrorists, as stated, the 20 living Israeli abductees and the 28 deceased abductees will be released from the Gaza Strip back to the State of Israel \u2013 as detailed in section 2.2 above.<\/p>\n\n\n\n
2.3.4 The security prisoners, residents of the Gaza Strip who were not involved in the events of 7.10, and the bodies of the terrorists will be released and transferred as detailed in Section 2.3 above, immediately after the completion of the implementation of Section 2.2 above.<\/p>\n\n\n\n
1.1 A security prisoner who has been convicted of murder or of manufacturing weapons that were used for murder or of sending a terrorist to carry out a deadly attack will be released according to this decision on the condition that he be transferred to the Gaza Strip or abroad and on the condition that he does not return to the State of Israel or the West Bank permanently, all in accordance with what is detailed in Appendix C.<\/p>\n\n\n\n
1.2 A resident of the Gaza Strip who was not involved in the events of October 7 will be released to the Gaza Strip according to this decision.<\/p>\n\n\n\n
2. To authorize the Prime Minister and the Minister of Defense, jointly, as follows:<\/p>\n\n\n\n
2.1 To confirm that Section 2.2 above has been implemented in accordance with the provisions of this resolution.<\/p>\n\n\n\n
2.2 Decide on the completion of the implementation of the outline for the release of the Israeli hostages in accordance with this decision.<\/p>\n\n\n\n
3. Security prisoners and residents of the Gaza Strip not involved in the events of 7.10 who were not released by the date of the decision to complete the implementation of the plan for the release of the Israeli abductees will not be released from prison and this government's decision in their case will be null and void; and the bodies of terrorists who were not transferred to the Gaza Strip by the date of the decision to complete the implementation of the plan for the release of the Israeli abductees will not be transferred to the Gaza Strip, as stated, and the decision in their case will be null and void.<\/p>\n\n\n\n

4. Humanitarian aid will be introduced into the Gaza Strip as specified in Appendix B.<\/p>\n\n\n\n
7.1 This decision, including Appendix C to the decision, but excluding the names of residents of the Gaza Strip who were not involved in the events of 7.10; and excluding the minors from the list of 270 prisoners and detainees held in the custody of the IPS \u2013 for whom the list will indicate, as far as possible, the police file number and the relevant criminal proceeding number, will be published as soon as possible, after its approval, on the website of the Ministry of Justice.<\/p>\n\n\n\n
