State Comptroller and Ombudsman Matanyahu Engelman published today (Wednesday) a special report on public complaints - on the conduct of state authorities in the home front during Operation 'Am Kalavi'.<\/p>\n\n\n\n
According to the report, 700 inquiries and complaints reached the Ombudsman in the State Comptroller's Office over the course of about a month. The main topics of the complaints were: the proper functioning of shelters and protected areas and compensation for damages. In addition, about 52% of the complaints whose investigation was completed were resolved.<\/p>\n\n\n\n
The report presented a case in which the complainant, a resident of the city of Bnei Brak whose home was damaged in the "Am Kalavi" attack, was evacuated with her family by the Bnei Brak municipality to a hotel in Kibbutz Hafetz Haim, after it was determined that the family home was uninhabitable. <\/p>\n\n\n\n
Representatives of the Ombudsman's Office who visited the hotel during the operation received the complaint from her.<\/p>\n\n\n\n
According to the complainant, on July 8, 2025, her family received a notice from the hotel, stating that due to previous commitments by the hotel, it was forced to terminate the family's stay there from Sunday - the 17th of Tammuz fast, at 10:00 AM. <\/p>\n\n\n\n
According to the complainant, despite the family members' requests to the Bnei Brak Municipality on the subject, they did not receive details regarding the place to which they would be evacuated.<\/p>\n\n\n\n
A clarification conducted by the Ombudsman with the municipality revealed that there are approximately 50 families with many children occupying approximately 100 rooms in the hotel. The municipality stated that it is having difficulty finding a large number of rooms in hotels with appropriate kashrut for these families, and that it has contacted various agencies on the subject, including the property tax, but as of Thursday, July 10, 2025, no solution has been found to the issue.<\/p>\n\n\n\n
On Thursday, July 10, 25, in the afternoon, the municipality informed the Ombudsman that a few hours earlier, a discussion was held in the mayor's office with the participation of property tax representatives. During the discussion, property tax representatives and the municipality reached an understanding according to which residents staying at the hotel and for whom no alternative solution was found - would be able to locate an alternative hotel that meets their needs and submit the invoice directly to the property tax, which would entitle them accordingly. <\/p>\n\n\n\n
However, the investigation conducted by the commission revealed the Bnei Brak municipality's failed conduct: The municipality did not inform residents staying at the hotel about the plan. <\/p>\n\n\n\n
In response to the commission's request, the municipality stated that it intends to publish the outline to residents on Sunday, July 13, 2025, in the morning. As stated, residents were asked to vacate their rooms that day at 10:00 AM.<\/p>\n\n\n\n
Following the intervention of the Ombudsman, the municipality brought forward the publication of the notice to residents on the matter to Friday, July 11, 2025. The Ombudsman also updated the complainant with the details of the understandings reached and confirmed with the hotel that the notice published by the municipality had been distributed to residents staying there.<\/p>\n\n\n\n
In a follow-up conversation that the Ombudsman held with the complainant, it emerged that her family had difficulty finding a place in another hotel according to her preferences - availability, proximity to the center for monitoring the work in the family apartment, etc. - and that her family ultimately found accommodation solutions with relatives.<\/p>\n\n\n\n

The Comptroller added that, "When the government is aware of the operation that is taking shape, it would have been appropriate to prepare in advance for the civilian aspects of the operation, in order to make things as easy as possible for the citizens. The significant gap that emerged from the tours that took place and from the handling of complaints received at the Ombudsman is the lack of an overarching entity that would manage all of the actions of the state authorities regarding the treatment of citizens who were affected by the state of emergency."\"<\/p>\n\n\n\n
