Will a criminal investigation be opened? Why did Abrasha Ohayon of Shas receive hundreds of thousands from the Bnei Brak municipality?

'The Movement for Moral Purity today (Sunday) appealed to State Attorney Amit Isman, requesting that he order the opening of a criminal investigation following journalist Aharon Rabinowitz's report in Haaretz about hundreds of thousands of shekels that were transferred to Avshalom Abarsha Ohayon, a Shas activist who is very close to Aryeh Deri, for 'sanitation consulting services' for the Bnei Brak municipality, even though he has never worked in the field and has no training in the subject.

In the letter, titled "Opening of an investigation into suspected criminal collusion - Bnei Brak Municipality," the association's directors write:

""On July 9, 2025, journalist Aharon Rabinowitz published an investigation in Haaretz, which raises serious suspicion that the Bnei Brak Municipality transferred 845,000 shekels between 2021-2023 to Shinover Group (hereinafter: 'Shinover'), for "sanitation consulting" through Shinover's then-VP, Avshalom (Abersha) Ohayon (hereinafter: 'Ohayon').

Shinover is a telemarketing company, and according to the investigation, it was not required to present any experience in the field of sanitation. The investigation notes that enforcement proceedings were previously initiated against Shinover by the Corporations Authority. In his response to the article, Ohayon stated that he is not a sanitation consultant, although according to the investigation, he was defined in the tender documents as a sanitation consultant.

Hence the obvious conclusion, that this is a fictitious connection, which has no substance.

It is worth noting the serious sanitary crisis that struck the Bnei Brak municipality during the relevant period, which caused great damage and inconvenience to the city's residents.

The investigation notes that Ohayon is close to the Shas party, which is the party of the Minister of the Interior at the relevant time, and which is responsible, among other things, for supervising local authorities. This puts the fictitious contract in an even more serious light, the purpose of which on the face of it seems to be to use Shinover as a conduit for transferring public funds to a corporation linked to or controlled by those close to senior Shas party officials.

This is not the first time that investigations have been published raising serious suspicions of corruption in the Bnei Brak municipality. However, it was recently reported that many residents of the city were evacuated to hotels at state expense, due to the consequences of Operation 'Am Kalavi', even though the extent of the damage in the city was limited, and in a manner that raises fundamental questions regarding the municipality's use of public funds.

"Therefore, the 'Movement for Moral Purity' appeals to you with a demand to order the Israel Police to open an urgent investigation into the matter of the contract subject to the investigation, which raises serious suspicions of public corruption offenses.".

A copy of the letter was sent to Attorney General Gali Baharav Meyara and to the head of the Investigations and Intelligence Division of the Israel Police, Boaz Balt.
