Prime Minister's report reveals: This is what Major General David Zini identified six months before the massacre

Prime Minister Benjamin Netanyahu's office announced this morning (Friday) that one of the reasons that led to the appointment of Major General David Zini as head of the Shin Bet to replace Ronen Bar was the way in which he warned and warned about the security establishment's lack of preparedness for a terror scenario - such as occurred on October 7th, one by one.

A statement issued by Netanyahu's office reads: "In March 2023, about six months before the October 7 massacre, Major General David Zini was asked by the commander of the Gaza Division to examine the division's conduct and preparation. The emphasis was on a surprise raid, and Major General Zini instructed to identify weaknesses and areas for improvement in the manner of operation. In Major General Zini's secret report, he found various deficiencies in the preparation for an event of this type.".

Prime Minister Netanyahu approved the publication of an excerpt from the conclusions of Major General Zini's report, which was delivered to the commander of the Gaza Division in March 2023.

The report states: "In almost every sector, it is possible to carry out a surprise raid on our forces, in a way that the rule 'surprised but not overwhelmed' does not hold. […] There are many possible courses of action for carrying out a surprise raid on our forces (routinely). In my humble opinion, the above-ground DPA is the most plausible and easiest.".

Zini emphasized in the document: "Everyone talks about the title 'surprise raid' or 'surprise complex incident,' but when the threat is detailed down to the last detail, the understanding and implementation are 'hollow' or non-existent. All the forces do not have the scenario or scenarios in mind, and therefore the action is sorely lacking.".

He concluded that "in the absence of detailed scenarios, the forces do not know what to look for and what to prepare for. […] The main gap is the consciousness of the forces and the system.".

Last night, Netanyahu announced his decision to appoint Major General David Zini as the next head of the Shin Bet.

Zini served in many operational and command positions in the IDF, including: General Staff Patrol fighter, 51st Battalion Commander in the Golani Brigade, commander of the Egoz Unit, commander of the Alexandroni Brigade, founder of the Commando Brigade, and commander of the Training and Exercise Command and commander of the General Staff Corps.

Netanyahu decided on the appointment even though the legal advisor to the government informed him that he "has a conflict of interest" and cannot promote the appointment of a new Shin Bet chief. Gali Baharav-Miara quickly responded to the decision: "The prime minister acted contrary to legal guidance, there is a serious concern that he acted when he has a conflict of interest, and the appointment process is flawed.".

At the same time, several petitions were filed with the High Court against the appointment.

The government welcomed Zini's appointment. The opposition and the left, of course, attacked the appointment.

Those close to the Prime Minister responded:

  1. The attorney general herself has a conflict of interest because of her friendship with Ronen Bar.
  2. The investigation into Qatar is not against the prime minister and therefore has nothing to do with the appointment.
  3. The Prime Minister appointed the head of the Shin Bet precisely according to the provisions of the law.
