Synagogues in Bnei Brak: A dramatic outline was reached between the authority and enforcement in the land and the municipality

breakthrough: The Land Enforcement Authority and the Bnei Brak Municipality have reached an agreement on a solution to the problem of building synagogues on open public lands - illegally.

According to a joint statement from the Bnei Brak Municipality and the Land Enforcement Authority, in light of the intensive enforcement activities of the Land Enforcement Authority, several urgent meetings were held, in which the management of the Authority and the municipality participated.

At the last meeting, the parties reached an agreement on an outline for solving the problem of the synagogues. During the meeting, the enforcement authority noted the importance it sees in maintaining open public spaces that will serve the entire public. The municipality's management emphasized that it sees eye to eye with the authority on this matter, and noted that it intends to act not only to clear the vacant lots but also to develop them, and to solve the problem of the synagogues - so that they can continue to serve the worshipping public.  

The parties agreed on an outline centered on which the municipality will advance a plan that will legally regulate the synagogues, by means of relocating them to land for public purposes or one designated for public purposes. The municipality expects that in this way 100% of the currently operating synagogues will operate in areas suitable for this. 

The municipality says: "The outline obviously requires cooperation from the synagogues, who will be required to join the outline in order to avoid immediate enforcement proceedings. Over the next few days, the municipality will speak with the synagogues on the matter and clarify for them the details of the outline and what is required of them.".

The authority, for its part, clarified that it will monitor and supervise the implementation of the outline and the joining of synagogues to it within a short period of time, all in cooperation with the municipality's administration. 

The municipality says: "The municipality administration thanks the Land Enforcement Authority for understanding the importance and need to leave the synagogues so that they can continue to serve the residents by recognizing the program that the municipality is leading.". 

| Deputy Mayor and Chairman of the Building Planning Committee, Menachem Shapira, said on 'Kol Berama' about the outline: "In the coming days, we will sit down with each synagogue individually and present them with the plan and where it is supposed to go. Every synagogue that enters the process will have its fines frozen, and if it ultimately reaches its goal - they will be canceled. Those who do not join the process will have to deal with the consequences alone.".

Shapira added: "We are embarking on a plan to change the designation of several dunams that will become brownfields, and we will concentrate the synagogues there. At the end of the process, there will not be a single synagogue in greenfields. The synagogues will be able to remain in the same block.".

He said, "This is a long and comprehensive plan that will take more than a few months. In each period there will be a milestone to see that we are making progress towards the goals. This is an agreement that will come as a plea agreement with the court.".
