Prime Minister Benjamin Netanyahu sent a letter to the Attorney General this evening (Wednesday) informing her of his desire to appoint Attorney Roy Kahlon to the position of Deputy Civil Service Commissioner - in accordance with the duty of consultation stipulated by law.
Attorney Kahlon holds a bachelor's and master's degree in law with honors, and has extensive experience in senior management, with impressive achievements in civil service.
Attorney Kahlon began his public service at the State Attorney's Office, where he served for 15 years in a variety of senior positions in the field of civil service discipline, economic crime, and administrative law.
He has 10 years of experience in the field of discipline, and among his senior positions, he served for 6 years as the attorney for the Legal Advisor to the Government, and as the guiding legal authority for the Civil Service Commissioner in the field of discipline in the civil service.
In addition, he served for 4 years as head of the economic crime and government corruption team, and as supervisor of the security sector, where he coordinated the area of fraud cases against the security establishment.
Attorney Kahlon also has extensive experience in human resources management, having served as a human resources officer in the IDF, and in areas he focused on at the State Attorney's Office in the field of human resources.
A year ago, Attorney Kahlon was appointed to the position of Head of the Headquarters for Combating Crime in Arab Society in the Prime Minister's Office. This year, Kahlon established the professional headquarters, and is promoting many strategic steps and significant reforms to combat the infiltration of criminal organizations into public tenders.
With the outbreak of the Iron Sword War, Kahlon, on behalf of the Prime Minister's Office, led the sacred mission at the fallen soldiers' concentration station at the Shur base, and received much praise from the Israel Police and the government ministries that worked with him.
Thanks to his work, Attorney Kahlon received several awards from the State Attorney's Office and the Ministry of Justice, and once was named an outstanding employee of the entire civil service.

According to a report in Kan News, the main criticism against Kahlon's appointment to the position concerns the fact that he did not manage many employees and did not hold a senior management position that would allow him to be responsible for tens of thousands of employees in the public sector.
In addition, Bahar Meyara recommended bringing in a permanent appointment to the position of Commissioner or alternatively an acting one from within the Civil Service Commission.
Netanyahu rejected Baharav Meyara's recommendation this evening, and it is estimated that the appointment will encounter legal difficulties.
