Why was US President Barack Obama's personal credit card rejected?

""I tried to explain to the waitress that I pay all my bills," the president said.,""Later it turned out that probably because I don't use the card enough, the credit card company thought it was fraud and blocked the charge. But luckily for me, the first lady was with me and paid for the meal with her credit card.". The incident was caused by a recent presidential order designed to prevent identity theft and the use of stolen credit cards. According to the order, the federal government must make payments more secure.
