Amidst the difficulties in formulating the budget: Netanyahu meets with Gafni and Litzman

Against the backdrop of the lack of agreement on the state budget for next year, the Prime Minister met today, Benjamin Netanyahu, with heads Torah Judaism, Members of Knesset Moshe Gafni ויעקב ליצמן. מדובר בפגישה השנייה של ראש הממשלה עם נציגי הסיעה החרדית בתוך שבועיים. את הפגישה זימן אמש נתניהו בשעת לילה מאוחרת. נציגיו התקשרו לליצמן וגפני וביקשו כי יגיעו בבהילות למעון ראש הממשלה הבוקר. זאת, לאחר שאתמול התברר שלמרות הדיווחים בסוף השבוע כי ראש הממשלה ושר האוצר הצליחו לגשר על הפערים סביב תקציב 2015, אין עדיין הסכמות בין נתניהו ללפיד. בפגישה שקיימו השניים אתמול נתגלעה שוב המחלוקת על גובה התוספת לתקציב הביטחון, כשראש הממשלה ומערכת הביטחון מתעקשים להגדיל עוד את התקציב. הפגישה הסתיימה ללא כל הסכמה. בסופה הוחלט כי השניים ישובו וייפגשו בימים הקרובים. אם לא יגיעו הצדדים להסכמה עד ערב ראש השנה שיחול ביום רביעי הקרוב, יתקיימו הדיונים הבאים רק לאחר יום הכיפורים, בשל נסיעת נתניהו לעצרת האו"ם הכללית בניו יורק בשבוע הבא. לפי שעה קיימת הסכמה בין הצדדים כי תינתן תוספת של 6 מיליארד שקל לתקציב הביטחון, לא יועלו מיסים, הגירעון יעמוד על 3.4% וכי חוק מע"מ אפס יעבור בכנסת. במערכת הפוליטית מעריכים שנתניהו זימן את החרדים על מנת לאותת ללפיד שנתניהו לא נבהל מאיומיו לפרוש מהממשלה בהעדר הסכמות על התקציב, וכי ראש הממשלה לוקח בחשבון אפשרות של שינויים קואליציוניים. עם זאת, גורמים ששוחחו עם נתניהו בימים האחרונים מעריכים כי למפגש עם החרדים קיימת סיבה נוספת. לדבריהם, נתניהו חושש מחבירה אפשרית של יש עתיד, ישראל ביתנו וסיעות נוספות שיובילו להקמת קואליציה חלופית שתותיר את נתניהו והליכוד באופוזיציה. על פניו תרחיש שכזה הוא אפשרי, לאחר שבעקבות פרישת שר הפנים גדעון סער עולה מספר המנדטים של סיעתו של לפיד (19) על מספר המנדטים של הליכוד (18), אולם על פי ההערכות הסיכויים לכך קלושים. בשיחות סגורות אמר torch In the past, he has no intention of leading to Netanyahu's ouster in the middle of his term, as this lacks public legitimacy. They are also comfortable playing the game, they enjoy provoking Lapid just like Netanyahu and will not feel any regret if another crisis or conflict arises between Lapid and Netanyahu. A Haredi source estimated today that Lapid's response will not be long in coming. "We would not be surprised if the finance minister holds a press conference on Yom Kippur in response," he said.
