There is no peace in the city of Elad: After a stormy start to the school year, which included demonstrations near the city hall and in the compound where a girls' boarding school is located, a letter from Deputy Mayor Barak Tsobari arrives today (Monday), a letter addressed to Mayor Yisrael Parosh - and stirs up the spirits in the city once again.

At the beginning of the election campaign, Tsoubri, a representative of the city's large Yemenite community, supported Porush's candidacy for mayor. Later, he decided to defect to the Shas camp - and expressed support for candidate Zuriel Crispal. He recently even announced his intention to run for the Knesset.

And this is the language of the letter he wrote - a letter that was sent after a previous letter he sent was not answered by the mayor:

Subject: Your response dated 24.8.14 and additional requests

It turns out that His Honor chose not to answer my questions or to delay the answers. Therefore, I will summarize my questions.

And I will refine the question: on what basis only from the date of your election? And what is the definition of his position today and when was the position defined? (Please attach documents)

2. Regarding project managers and consultants, my question was as follows: "In addition, I would like to receive the list of project managers and consultants employed by the municipality in the last five months.".

And your response: "I have instructed the Contracts and Tenders Department to prepare a complete list of consultants and project managers and to forward it to you for your review as soon as possible.".

For some reason, here too you chose to "guide" and not pass on the material for my review. From a brief check I conducted, the material was already passed on to you a few days ago. And you did not instruct the contracts department to forward it to me for review, but to forward it to you for review.

3. Regarding the placement of buildings without a permit, your answer is as follows:

I will ask my question again and refine it: "I would like to know whether the municipality has placed portable structures in the last six months without a permit? Did the portable structures on the municipality building have a permit at the time they were placed? Was the caravan on Bertanura Street placed with a permit? Were the youth caravans placed with a permit? Were the caravans at the entrance to the city on the left side placed with a permit? And I would like to receive copies of the permits and applications.

4. Regarding the meetings with your brother Moshe Porush. My question was: "In recent months, your brother Moshe Porush has attended dozens of meetings with other parties. I don't keep my brother's meeting diary... You can contact him...". Again, I didn't ask about keeping your brother's diary... So I'll rephrase the question: Will your brother Moshe Porush meet with you and any of the bidders for any tender? If so, I will request the content, details, and summaries of the meeting.

5. I will also request the recordings of the four council meetings. The latest.

6. In addition, I will request the costs and details of the external auditors whose services the municipality has hired since the end of the last elections.

7. I will request the costs and details of the municipality's external law firms.

8. I would like to see the costs of the security company that the municipality used according to your instructions to guard synagogues on Rabbi Akiva Street in the past month and I would like to see the work order.

9. I would like to see and photograph the expenses for the last four months in all the newspapers in which the municipality publishes (each newspaper separately).

10. I would like to review and photograph all the costs of the renovations made to the municipality building since you took office, as well as all work orders, including The barbecue area behind your office (BBQ, synthetic grass, lighting, swing, etc.).

11. I would like to see a full breakdown of the culture budget from the date you took office and how it was divided (a detailed list).

12. I would like to see in detail the list of suppliers as well as the payments made at the Mimouna celebration that was held.

13. Ask to see all budgets received regarding youth with an organized list of where the budgets came from as well as an organized list of expenses for all instructors.

14. I would like to know and review the expenses and income of the company for trainees from the day it opened to the present day (the company that contracted with the municipality).

16. I would like to receive the fuel bills of the inspectors at the municipality.

Barak Tsobari responds to the comments and says: "It's interesting that every time answers are asked for proper administration, the municipality chooses to respond vaguely. The difficulty the municipality and its head find themselves in is understandable. I hope they respond to substantive questions instead of getting involved in my political agendas.".
