In his opening remarks, Biton referred to his recent appointment as chairman of the committee, and also alluded to the unnecessary appointments of Eli Avidar and Yair Golan to the positions of minister and deputy minister - and said: "I would rather be chairman of a significant committee than an unnecessary minister. This government also sinned by having too many ministers - like the previous one, which was good on many issues." He added: "In the meantime, the previous government handled the coronavirus better, but give the current one time, it's too early to judge it." Regarding the discussions on the state budget, he said: "I will not vote in favor of a budget in which I do not see any reference to social issues." He also referred to the initiative of Minister Gideon Sa'ar, who is promoting a bill according to which a person accused of crimes will not be able to form a government: "I oppose personal legislation, we need to see whether the law applies to many or only to one person.".
