The Prime Minister said at the beginning of the government meeting: "In recent days, we have been particularly concerned with the economic issue, both in an attempt to bring a long-term plan for businesses and the self-employed to give them security, and also in the incentives we want to give to the economy and consumption in the immediate term. But I ask, before anything else, that by next Thursday, a week from today, each minister bring a plan from his ministry for the safe opening of the economy. "This is a week, I ask you to organize yourself because our goal is to flatten the curve, reach control and safely exit this phase, this wave." Most of the regulations will go into effect today (Friday) at 5:00 PM, including a weekend closure. The government decided on the following restrictions on the recommendation of the Ministry of Health and the National Security Council:
General restrictions (all days of the week, starting today at 5:00 PM):
• Closing gyms and studios used for sports or dance activities, except for the activities of a competitive athlete, as defined in the order. • Restaurants and eateries - self-pickup and delivery service will be allowed only, without seating on site. • Restaurants and eateries in hotels - the number of guests staying in them will be limited to 35% of the maximum permitted occupancy, in order to allow the hotels to continue operating.
Weekend restrictions:
Will apply on Fridays from 5:00 PM until Sunday at 5:00 AM. • No restriction will apply on the distance from home. • During the weekend, staying on the beaches will be prohibited (except for this coming weekend, July 17-18, when the beaches will remain open). • During the weekend, shops, shopping malls, retail markets, hairdressers, beauty salons, libraries, zoos, animal corners, museums and exhibition spaces, pools, tourist attractions and cable cars will be closed. This restriction will not apply to shops that provide essential services: places selling food, pharmacies and a store whose main business is selling hygiene products, optical stores and a laboratory for repairing communication products. In addition, this restriction will not apply to a swimming pool in a hotel, intended for hotel guests only (this is in order to enable the provision of the hotel's main ancillary services to guests, even during the weekend).
The following actions were agreed upon as part of the policy framework for reducing gatherings:: • The Director General of the Ministry of Health will sign an order prohibiting gatherings that allows up to 10 people to meet in a closed space and up to 20 people in an open space (except for workplaces and nuclear families). The decision will come into effect today at 5:00 PM. • The government has authorized the Prime Minister and the Minister of Defense, after consulting with the Minister of Finance, the Minister of Health and the Minister of Education, to make a decision regarding restrictions on the education system. The decisions will be published to the public upon their adoption. • Reducing public reception in government offices – transition to online service (subject to legislative amendments in the appropriate places). • Government offices: Reduction to 50% Presence in offices – under the responsibility of the Civil Service Commission and the Pay Commissioner. • Closing dining rooms in workplaces – only self-collection will be allowed. • Violation of any of the aforementioned restrictions will constitute a criminal offense.
