Bennett promotes affirmative action: "In the public service - you simply don't see Haredim""

Economy Minister Naftali Bennett will present to the government plenum this Sunday a proposed resolution requiring the economy ministries and the prime minister to promptly submit a bill that will promote the integration of ultra-Orthodox workers in the civil service. במטרה לקדם את שילוב של הציבור החרדי בשוק העבודה ובכך לשפר את פוטנציאל הצמיחה של כלל המשק ולהוביל לצמצום אי השוויון והפערים החברתיים, מקדם השר בנט חוק שיאפשר מתן העדפה בקבלה למשרות בשירות המדינה לגברים בני האוכלוסייה החרדית. ההחלטה תקבע להטיל על משרד ראש הממשלה בתיאום עם משרד הכלכלה, לגבש תזכיר חוק שיאפשר מתן העדפה בקבלה למשרות בשירות המדינה לגברים חרדים. שילוב גברים חרדים בשוק התעסוקה הנו מיעדיו המרכזיים של משרד הכלכלה בראשותו של השר בנט והוא מתבצע מגוון ערוצים לעמידה ביעד. Economy Minister Naftali Bennett said: "I preach to employers all the time: Hire Haredim. It will pay off for you. But, here at home, in the public service - you simply don't see Haredim. The Haredim I talk to tell me that they are unable to be accepted into the public service, even when they meet the criteria. The public sector also needs to understand the incredible abilities of this public, and therefore they need to be given a boost.". The Minister of Economy added: "We are promoting long-term programs that will bring in Haredim into outstanding programs and interns for the state, but an immediate, profound legislative change is needed, so that we can already begin to prioritize Haredim in order to balance the absurd situation we are currently in. I hope that a year from now, when I walk the corridors of the Ministry of Economy, I will see Haredim placed in key positions in the ministry. Haredim will finally be given the opportunity to take part in the public service, in determining professional policy and making decisions.". The Labor Force Survey shows that as of the first quarter of 2014, the employment rate of Haredi men stood at 44.51%, which is significantly lower than the general employment rate of men of working age (25-64), which stands at approximately 811%. This employment rate is significantly far from the target set by the government for 2020 in Government Resolution 1994 of 2010, which stands at 631%. על פי נתוני סקר כוח האדם לשנת 2011, גם מקרב הגברים החרדים המועסקים, שיעור המועסקים במשרות חלקיות גבוה משמעותית– 16% למול 5.7% בלבד בציבור הכללי. על פי נתוני הסקר החברתי של הלשכה המרכזית לסטטיסטיקה לשנת 2011, מתוך אוכלוסיית הגברים המועסקים בענף המינהל הציבורי - משרדי ממשלה, שלטון מקומי - רק כ-1% הינם חרדים. זאת, בהשוואה לשיעור החרדים באוכלוסייה, העומד על בין 8% ל-10%. נתונים אלו, לצד עדויות מחקריות שונות על קשייהם של בני המגזר החרדי להשתלב בהצלחה במקומות עבודה מגוונים ובפרט בשירות המדינה, מצביעים על הצורך בקידום ייצוגם ההולם של גברים חרדים בשירות המדינה.
