He explained that he can prohibit his followers, but he does not prohibit the general public and only asks them to refrain.
""Today, the extremists are trying to kidnap the Rebbe and make him more extreme. For example, in the municipal elections, the Rebbe did not prohibit participation. Only in Jerusalem did he say to ask the Beit Din, and today they are issuing major prohibitions as if the Rebbe forbade it. In Meron, too, there is no mention of a budget for education or the like.
The author of the article explains that building the French is, after all, a service to citizens, just as the government funds roads, fire departments, and police. "And especially as is known, the Rebbe zt"l when he came to visit the Holy Land, and the state paid the police to maintain order - did he speak out against this? And especially since, as is known, he thanked the police for maintaining order, even though it came from the state budget. The Rebbe zt"l," concludes the author of the article, "never forbade using the state's civil services. He himself used them, and today the extremists are trying to blacken his face with lies.".
