The 2025 Public Complaints Report Reveals: This Is the Most Failed Government Office

State Comptroller Matanyahu Engelman published today (Tuesday) the public complaints report for 2025, which shows an unusual picture of a sharp increase in the number of inquiries from the public. This, alongside an especially high rate of complaints that were found to be justified.

According to the data, during the year 30,366 complaints were filed with the Ombudsman - an increase of 41% compared to the previous year.

Of all the complaints reviewed, 561 were found to be justified - the highest figure recorded since the establishment of the Public Complaints Institution in the State Comptroller's Office.

The Comptroller's Office attributed the surge in the volume of referrals to an increase in public trust in the Commission, alongside growing awareness of rights vis-à-vis the various authorities.

The report's data shows that the body that received the highest number of complaints was the Ministry of Labor, headed by Minister Yoav Ben-Zur of the Shas party, with 7,082 complaints - a jump of hundreds of percent compared to last year.

No less than 91% of the complaints investigated against the office were found to be justified.

It was also noted that all complaints regarding the unavailability of the hotline at the office were found to be fully justified.

The State Comptroller's Office warns that the data indicates a fundamental failure in the ministry's ability to provide optimal service to the public, especially in the area of ​​subsidizing daycare centers and family nurseries.
