
Attorney Gali Baharav Meyara announced today (Monday) an immediate halt to the transfer of hundreds of millions of shekels to Torah institutions and to dropout Haredi youth, funds that were approved overnight as part of the marathon voting on the state budget for 2026.
Bahar Meyara defined the coalition's move as an illegal attempt to circumvent High Court rulings.
During the night, the Haredi factions succeeded in passing a series of reservations to the budget law, which were intended to ensure that coalition funds intended for the Haredi sector would be transferred directly to the relevant programs in the Ministry of Education, instead of remaining in the "reserve" - which is conditional on legal approval and the Finance Committee.
In a scathing letter it published, the Miara association made it clear that the move was procedurally invalid. "Approving the reservations without legal and professional opinions constitutes an attempt to overcome steps taken to implement the ruling on the draft, and rulings concerning the provision of benefits to draft evaders.".
She noted that she had instructed the professionals in government ministries not to actually make the budgetary transfers. According to her, the government is committed to a directive that requires a careful legal examination of every political agreement with budgetary significance - a requirement that, she claims, was not met in this case.
As part of its war on the Torah-studying public, Rabbi Meara today submitted to the High Court of Justice a list of economic and civil measures that, according to professional opinions, are effective tools that could help in the fight against "evasion" from the IDF, as the High Court demanded in its ruling.
According to Baharav Mayara, these are the steps that must be taken according to the professional bodies in the government ministries. Among the steps she recommended: the cancellation of discounts on public transportation; the prevention of participation in housing programs such as 'Discounted Apartment' and 'Target Price'; the cancellation of daycare subsidies and state participation in after-school programs; the cancellation of discounts on property taxes, as well as the cancellation of scholarships and study financing programs such as 'Migo', 'Milgo' and 'Tena'.
The Ombudsman recommended denying evasors the opportunity to participate in civil service tenders; denying support for religious institutions; denying subsidies for daycares in the Torah study track; denying discounts on National Insurance; denying participation in Haredi youth dropout programs and denying participation in technological study programs.
Degel Hatorah Chairman MK Moshe Gafni responded: "The budget was approved last night as per law, by an unprecedented majority. Gali Baharav Mayara has no permission to interfere in this - this is criminality by any standard and her hatred towards the Haredi public is visible to all.".
He added: "Ten cabins of hatred descended upon the world and she took nine.".
