The War on 'Drivers': Beit Shemesh Resident Arrested for Failing to Report NIS 1.4 Million in Income

The Tax Authority, through the National Crime Suppression Unit (Yahlom), is conducting an investigation against David Navrotsky, a resident of Beit Shemesh, who is suspected of working as a manager of a taxi driver station without a license - 'drivers' - and failing to report income estimated in millions of shekels.

An examination of the documentation in the 'Draybot' application, which is used to operate transportation and delivery services, and of the bank accounts owned by the suspect, revealed gaps indicating alleged unreported business income.

According to the documentation, the total payments received from the suspect in 2024-2025 amounted to over 1.4 million shekels. Based on the assumption that the commission paid to the suspect constitutes 101% of the payments for the trips, this finding indicates that the station's total operating turnover in those years amounted to tens of millions of shekels.

This week the investigation became public, a search was conducted by Diamond Unit investigators and findings were seized indicating the management and operation of a taxi stand without a legal license.

Additionally, cell phones, a laptop, and documents indicating extensive activity as a 'driver' and as a manager were seized, strengthening the evidence of tax offenses.

The investigation was opened based on information collected as part of a nationwide operation against the 'drivers' phenomenon conducted by the Tax Authority last May.

The suspect was brought before a magistrate's court judge in Rishon LeZion yesterday - who decided to release him under restrictive conditions.

The investigation continues.
