
The head of the Shin Bet, Maj. Gen. David Zini, warned in the political-security cabinet discussion held last week that the threat of kidnappings of Israeli citizens is on the rise - due to the price paid in the release deals.

Zini said in the discussion: "The threat of kidnappings has not decreased – it has increased, and it will increase – because there is a price for the way we paid for the release of the kidnapped.".
According to a report by reporter Amir Ettinger, Zini's words were made as part of a comprehensive professional analysis of the security establishment's preparations for future threats, and not as a direct reference to the deals made with Hamas during the war.
The discussion dealt with new security measures being considered in the transportation and aviation sectors.
According to senior political figures, "This is not the first time that the head of the Shin Bet has raised this warning. He repeatedly emphasizes the understanding that has formed among the terrorist organizations - that kidnapping Israelis is profitable and leads to achievements for them. This reshapes the nature of the threat.".
The General Security Service did not deny the statements, but refused to comment on them directly - and responded by saying: "We do not comment on what is said in closed discussions.".
Zini's words are consistent with the line expressed by the Shin Bet during the release deals carried out with Hamas in Gaza, according to which there is concern that a plan that includes the release of security prisoners or terrorists - even if done to save lives - increases the incentive among terrorist organizations to carry out additional kidnappings.
