
Prime Minister Netanyahu submitted a request to President Yitzhak Herzog for a pardon.
Now, the request is expected to go through a process that will take at least "a few weeks." The procedure does not include the legal advisor to the government.
In addition, the President of the State will have to examine the argument of Netanyahu and his defense attorneys that his authority allows him to grant pardons even before conviction.
Below is the complete process for handling a pardon request:
Stage 1: Submission and data collection
1. The request is forwarded to the Pardons Department at the Ministry of Justice.
2. The Pardons Department at the Ministry of Justice contacts the relevant parties for the purpose of gathering information and forming opinions, such as:
Prison Service
Israel Police
State Attorney's Office
Welfare agencies, medicine, the enforcement and collection authority, and more.
3. The opinion of the Pardons Department is forwarded to the Minister of Justice, who formulates an opinion on his behalf.

Stage 2: Examination and formulation of a recommendation
1. The opinion of the Minister of Justice/Defense is forwarded to the Legal Office at the President's Office.
2. The Legal Bureau at the President's Office reviews the pardon file, completes details and makes clarifications if necessary, and forwards the file for legal advice to the President of the State.
3. Formulation of an opinion by the Legal Counsel to the President of the State, if necessary, inquiries and examinations with the Pardons Department in the Ministry of Justice, the Military Attorney's Office or other relevant entities to complete the materials and obtain additional consideration.
4. The opinion of the legal counsel is forwarded to the President of the State, along with the pardon file and all the materials required for his decision.
Step 3: Making a decision and ending the process
After the president makes his decision, the process splits into two tracks:
If the President decides to grant the request (grant a pardon): The President signs the letter of relief (approval of the pardon). The letter of relief is then forwarded to the Minister of Justice or the Minister of Defense for signature. Finally, a written notification of the President's decision is sent to the applicant (requester) along with the letter of relief.
If the President decides not to grant the request (rejection of pardon): A reasoned notice of the President's decision is sent in writing to the pardon applicant.
