The terrorist Ayman Abu Khalil, who serves as a senior Hamas official, is currently defined as Hamas's 'architect of terror' in the West Bank.

According to a report in Kan News, Abu Khalil, a resident of Beit Hanina, originally in Jerusalem, was released as part of the Shalit deal and transferred to Turkey, where he established his current base of operations.

According to the report, Abu Khalil is behind the targeting of attacks in Judea and Samaria by remotely operating local cells. He is involved in transferring large sums of money to operate the military wing of a terrorist organization in the region, as well as in smuggling routes for military equipment and knowledge from abroad.

Recently, Abu Khalil - currently the most significant figure in Hamas' military wing abroad - has been increasing his activity, mainly in the Ramallah and Hebron areas, with the aim of enhancing the organization's ability to strike in Judea and Samaria.

This pattern of action fits into a broader trend by Hamas, which has focused in recent months on shifting the focus of its activity towards the region, following the severe damage to its infrastructure in the Gaza Strip.
