Against the backdrop of polls in which the Religious Zionist Party does not pass the electoral threshold, and Netanyahu's concern about wasting votes for the bloc: In recent weeks, Simcha Rotman - chairwoman of the Constitution Committee that is supposed to discuss the issue - has been holding a round of meetings with various parties in the Knesset, to examine the mood.

According to Amit Segal's report on Channel 12, among other things, Rothman also met with Hadash Ta'al chairman Ayman Odeh to check their position.

The coalition is under the impression that there is a majority for the move in the Knesset, which needs to be approved by amending the law in three readings.

However, the party currently opposing the law is Shas, which fears new ultra-Orthodox parties that will eat into its power. The coalition is holding talks with Shas so that they too will support this measure, and is considering promoting a broad surplus agreement, the likes of which have not yet existed, that would remove their concerns about the law.

The threshold is currently 3.25%. That is, a party that receives less than 3.25% of votes does not enter the Knesset. The coalition has not yet decided to what percentage to lower the threshold.

Segal notes that the move is good for Netanyahu for two reasons: one - to prevent wasting votes in his own bloc, and the other - it may tempt small center-left parties to embark on new political adventures - ones that will waste votes from the opposing bloc.
